Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center,
35 Cajon Street, on August 11, 2025 at 4:00 P.M.

Mayor Saucedo called the special meeting to order at 4:00 P.M. and offered the public an
opportunity to provide comment on any subject within the jurisdiction of the City Council, which is
not already scheduled on this agenda.
PUBLIC COMMENT
Open Government - Steve Rogers raised questions regarding contractural services between
Redlands Iron Works and the City. He said the contractor did not have the appropriate licensure
and/or registrations required, and yet he had been paid for services rendered for various Public
Works projects for the City. Additionally, Mr. Rogers was concerned with three separate private
land development projects where, he claimed, that staff had committed real estate fraud. He
thought these examples demonstrated complacency by the City Manager and the City Attorney,
and he requested the Council take appropriate actions and remove both City Manager Duggan and
City Attorney Garcia from their positions due to what he saw as continued abuse of authority in
their duties and responsibilities to the public.

City Attorney Garcia announced the City Council conducted the performance evaluations of the
City Manager and the City Attorney during the Closed Session.
