A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE MEMORANDUM FOR PUBLIC BENEFITS OF HOMLESS
SOLUTIONS DIVISION EXPENSES
WHEREAS, the City of Redlands is committed to addressing and reducing homelessness
within the community and to supporting programs and activities that help transition unhoused
individuals into safe and stable housing; and
WHEREAS, the City Manager, on September 16, 2025, approved a Memorandum authorizing
the Finance Department to process specific, limited expenditures incurred by the Homeless Solutions
Division that may not typically be funded with public funds, but which are necessary to further the
City's legitimate public purpose of reducing homelessness; and
WHEREAS, such expenditures are determined to provide a public benefit by promoting
health, safety, and welfare, and by supporting the successful transition of unhoused individuals into
housing and self-sufficiency; and
WHEREAS, acceptable expenditures covered under the Memorandum apply only to those
made from the City's General Fund and expressly exclude any expenditures governed by existing
grant agreements or other restricted funding sources;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Sectionl. The City Council hereby approves and adopts the Memorandum Regarding Public
Benefit Expenditures for the Homeless Solutions Division, dated September 16, 2025, attached hereto
as Exhibit "A."
Section2. The City Council further affirms that such expenditure must remain reasonable,
necessary, and directly related to the City's public purpose of reducing homelessness and promoting
public health and safety.
