HomeMy WebLinkAbout8737RESOLUTION NO. 8737 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE SUB - RECIPIENT AGREEMENTS FOR THE PROPOSITION 47 COHORT GRANT AWARD FROM THE BOARD OF STATE AND COMMUNITY CORRECTIONS (BSCC) TO FUND MENTAL HEALTH SERVICES, SUBSTANCE USE DISORDER TREATMENT/AND OR DIVERSION PROGRAMS FOR THOSE IN THE CRIMINAL JUSTICE SYSTEM AND TO NEGOTIATE AND EXECUTE RELATED DOCUMENTS ASSOCIATED WITH THE SUB -RECIPIENT AGREEMENTS WHEREAS, the Board of State and Community Corrections announced a Request for Proposals for the Proposition 47 Cohort Grant which seeks to fund actionable local solutions that are human -centered to help individuals experiencing homelessness and mental health issues, related to substance -use disorder; and WHEREAS, the Homeless Solutions Division Manager and Management Analyst submitted a grant application; and WHEREAS, on September 24, 2025, the Homeless Solutions Division received confirmation from the Board of State and Community Corrections (BSCC) of their intent to award the City's proposed Proposition 47 Cohort Grant in the amount of $2,000,000; and WHEREAS, on December 2, 2025, the City Council wishes to accept Proposition 47 Cohort Grant funding award of $2,000,000 of which $1,000,000 is allocated to sub -recipient agreements; and WHEREAS, the sub -recipients will provide a range of supportive services through a multi- faceted approach to address the specific needs of individuals experiencing homelessness in Redlands. Grant funding will support services including but not limited to, temporary and transitional housing, behavioral health and substance -use treatment, employment assistant and specialized care for those with chronic health and physical disabilities; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council's adoption of this Resolution. Section 2. The City.
