AN ORDINANCE OF THE CITY OF REDLANDS AMENDING
CHAPTERS 2.18, 2.32, 2.38, 2.48, 2.50, 2.64, AND 2.66 OF THE
REDLANDS MUNICIPAL CODE TO ESTABLISH QUARTERLY
MEETINGS, AND REDUCE THE MEMBERSHIP OF, THE CITY OF
REDLANDS' AIRPORT ADVISORY BOARD, PARKS AND
RECREATION ADVISORY COMMISSION, MUNICIPAL UTILITIES/
PUBLIC WORKS COMMISSION, TRAFFIC AND PARKING
COMMISSION, CULTURAL ARTS COMMISSION, CITRUS
COMMISSION AND HUMAN RELATIONS COMMISSION
WHEREAS, community members who volunteer to serve on the City of Redlands' boards,
committees and commission are vital to the City Council's work, providing valuable insights and
recommendations for the betterment of the City; and
WHEREAS, City boards, committees and commissions also provide a crucial avenue for
community members to engage in the civic process; and
WHEREAS, the City Council finds that updates to the membership, appointment and terns
of certain City boards, committees and commissions will promote efficiency and expand
participation of the City's student population; and
WHEREAS, the proposed ordinance would maintain the current members and reduction
of membership would occur gradually through term expiration or attrition.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES
ORDAIN AS FOLLOWS:
Section 1. Section 2.18.020 of the Redlands Municipal Code relating to the
membership of the Airport Advisory Board is hereby amended to read as follows:
"2.18.020: MEMBERSHIP; QUALIFICATIONS:
The Airport Advisory Board shall consist of five (5) members appointed by the Mayor
with the approval of the City Council."
Section 2. Section 2.18.30 of the Redlands Municipal Code relating to membership,
appointment and terns of the Airport Advisory Board is hereby amended to read as follows:
"2.18.030: MEMBERSHIP; APOINTMENT AND TERMS:
The Airport Advisory Board shall consist of five (5) members appointed by the Mayor
with the approval of the City Council. Each member shall serve a staggered four (4) year term
and shall serve until his or her successor is appointed. No person shall serve more than two (2)
consecutive full terms unless appointed to an additional term by a four -fifths (4/5) vote of the

City Council. Vacancies on the board shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term. Appointments made to fill an
unexpired term will constitute a full term if more than one-half (1/2) of a term remains. For
example, if a term is four (4) years and an appointment for an unexpired term is for more than
two (2) years, this appointment constitutes a full term. The members of the board shall serve
without compensation, shall each be a resident of the City, and neither a member of any other
standing commission, board or committee of the City nor an employee thereof. The City Council
may remove any member of the board at any time, without cause, by a majority vote. Four (4)
members of the board shall constitute a quorum."
Section 3. Section 2.18.40 of the Redlands Municipal Code relating to organization
of the Airport Advisory Board is hereby amended to read as follows:
"2.18.040: ORGANIZATION AND MEETINGS:
The board shall, during the month of July of each year, select from among its members a
Chairman to serve for one (1) year. The board shall determine the order of business for the
conduct of its meetings, which shall be on call of the Chairman or three (3) members of the
board. Three (3) members of the board shall constitute a quorum for the transaction of business.
The board shall meet quarterly in the months established by separate resolution of the
City Council, which resolution may be amended from time to time."
Section 4. Section 2.32.020 of the Redlands Municipal Code relating to the
membership of the Parks and Recreation Advisory Commission is hereby amended to read as
follows:
112.32.020: MEMBERSHIP:
The Parks and Recreation Advisory Commission shall consist of five (5) members. Four
(4) members shall be appointed by the Mayor with the approval of the City Council. The fifth
member shall be a City Council appointed student member who shall be a full voting member
from the sophomore or junior class of a Redlands Unified School District high school for a term
of one year, beginning January 1 and ending December 31. Each member shall serve for a four
(4) year term until his or her successor is appointed. No person shall serve more than two (2)
consecutive full terms unless appointed to an additional term by a four -fifths (4/5) vote of the
City Council. Vacancies on the commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the tern. Appointments made to fill an
unexpired term will constitute a full term if more than one-half (1/2) of a term remains. For
example, if a term is four (4) years and an appointment for an unexpired term is for more than
two (2) years, this appointment constitutes a full term. The members of the commission shall
serve without compensation, shall each be a resident of the City, with the exception of the
student member, and neither a member of any other standing commission, board or committee of
the City, nor an employee thereof. The City Council may remove any member of the commission
at any time, without cause, by a majority vote. Three (3) members of the commission shall
constitute a quorum."

Section 5. Section 2.32.40 of the Redlands Municipal Code relating to organization
of the Parks and Recreation Advisory Commission is hereby amended to read as follows:
"2.32.040: ORGANIZATION AND MEETINGS:
The Commissioners shall, upon their appointment, organize and elect a Chairman for the
term of one year, and such other officers as the Commissioners may deem advisable, and shall
make such rules and regulations as are necessary to fulfill the obligations and duties of the
commission.
The commission shall meet quarterly in the months established by separate resolution of
the City Council, which resolution may be amended from time to time."
Section 6. Section 2.38.010 of the Redlands Municipal Code relating to the
membership of the Municipal Utilities/Public Works Commission is hereby amended to read as
follows:
112.38.010: MEMBERSHIP:
The Municipal Utilities/Public Works Commission shall consist of five (5) members
appointed by the Mayor with the approval of the City Council. Each member shall serve for a
four (4) year term until his or her successor is appointed. No person shall serve more than two
(2) consecutive full terms unless appointed to an additional term by a four -fifths (4/5) vote of the
City Council. Vacancies on the commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term. Appointments made to fill an
unexpired term will constitute a full term if more than one-half (1/2) of a term remains. For
example, if a term is four (4) years and an appointment for an unexpired tern is for more than
two (2) years, this appointment constitutes a full term. The members of the commission shall
serve without compensation, shall each be a resident of the City, and neither a member of any
other standing commission, board or committee of the City nor an employee thereof. The City
Council may remove any member of the commission at any time, without cause, by a majority
vote. Three (3) members of the commission shall constitute a quorum."
Section 7. Section 2.38.020 of the Redlands Municipal relating to the organization
and meetings of the Municipal Utilities/Public Works Commission is hereby amended to read as
follows:
"2.38.020: ORGANIZATION AND MEETINGS:
A. The commission shall elect a Chainuan and Vice Chairman for a term of one (1)
year.
B. A regular time and place of meetings shall be established and adhered to in the
manner of holding public meetings of legislative bodies in the State. Except as otherwise
provided by law, all meetings shall be open to the public. Meetings shall be held quarterly in the

months established by resolution of the City Council, which resolution may be amended from
time to time.
C. The Municipal Utilities Director shall act as Secretary to the commission and shall
provide staff support as necessary. The commission is encouraged to appoint ad hoc committees
to study specific problems particularly when the resolution of any problem requires special skills
not possessed by commission members."
Section 8. Section 2.48.020 of the Redlands Municipal Code relating to the
membership of the Traffic & Parking Commission is hereby amended to read as follows:
"2.48.020: MEMBERSHIP:
The Traffic and Parking Commission shall consist of five (5) members. Four (4) of its
members shall be appointed by the Mayor with the approval of the City Council. Each member
shall serve for a four (4) year staggered term and until his or her successor is appointed. No
person shall serve more than two (2) consecutive terms unless appointed to an additional term by
a four -fifths (4/5) vote of the City Council. Vacancies on the commission shall be filled by
appointment by the Mayor with the approval of the City Council for the unexpired portion of the
term. Appointments made to fill an unexpired term will constitute a full term if more than one-
half (1/2) of a term remains. For example, if a term is four (4) years and an appointment for an
unexpired term is for two (2) years or more, this appointment constitutes a full term. The
members of the commission shall serve without compensation, shall each be a resident of the
City, with the exception of the student member, and neither a member of any other standing
committee, board or commission of the City nor an employee thereof. The Council may remove
any member of the commission at any time, without cause, by a majority vote. Three (3)
members of the commission shall constitute a quorum.
The City Council shall also appoint one (1) student member as a full voting member of the
commission from a sophomore or junior class of a Redlands high school for a term of one (1)
year, beginning January 1 and ending December 31.
The Sergeant of the Traffic Division of the Redlands Police Department and a representative of
the Municipal Utilities and Engineering Department shall be ex officio advisory members of the
commission."
Section 9. Section 2.48.030 of the Redlands Municipal Code relating to the
organization and meetings of the Traffic & Parking Commission is hereby amended to read as
follows:
"2.48.030: ORGANIZATION AND MEETINGS:
The commission shall meet quarterly in the months established by separate resolution of
the City Council, which resolution may be amended from time to time; and elect a Chairman for
one (1) year and other officers as it may deem advisable. The commission shall make necessary
rules and regulations as are necessary to fulfill its obligations and duties.

Section 10. Section 2.50.030 of the Redlands Municipal Code relating to the
membership of the Cultural Arts Commission is hereby amended to read as follows:
"2.50.030: MEMBERSHIP:
The Cultural Arts Commission shall consist of five (5) members appointed by the Mayor
with the approval of the City Council. Each member shall serve for a four (4) year term and until
his or her successor is appointed. No person shall serve more than two (2) consecutive full terms
unless appointed to an additional term by a four -fifths (4/5) vote of the City Council. Vacancies
on the commission shall be filled by appointment by the Mayor with the approval of the City
Council for the unexpired portion of the term. Appointments made to fill an unexpired term will
constitute a full term if more than one-half (1/2) of a term remains. For example, if a tern is four
(4) years and an appointment for an unexpired term is for more than two (2) years, this
appointment constitutes a fall term. The members of the commission shall serve without
compensation, shall each be a resident of the City, and neither a member of any other standing
commission, board or committee of the City nor an employee thereof. The Council may remove
any member of the commission at any time, without cause, by a majority vote. Three (3)
members of the commission shall constitute a quorum."
Section 11. Section 2.50.040 of the Redlands Municipal Code relating to the
organization of the Cultural Arts Commission is hereby amended to read as follows:
"2.50.040: ORGANIZATION AND MEETINGS:
The commission shall annually elect a Chairperson for the term of one (1) year and other
such officers as deemed advisable. The commission shall keep records of all of its proceedings
and actions and shall meet quarterly in the months established by separate resolution of the City
Council, which may be amended from time to time, The Facilities and Community Services
Director, or his/her designated appointee, shall serve as staff to the Cultural Arts Commission."
Section 12. Section 2.64.020 of the Redlands Municipal Code relating to the
membership of the Citrus Preservation Commission is hereby amended to read as follows:
"2.64.020: MEMBERSHIP:
"The citrus preservation colmmission shall consist of five (5) members appointed by the
mayor with the approval of the city council. Each member shall serve a staggered four (4) year
term and shall serve until his or her successor is appointed. Vacancies on the commission shall
be filled by appointment by the mayor with the approval of the city council of the unexpired
portion of the term. The members of the commission shall serve without compensation, and shall
be neither a member of any other standing commission, board or committee of the city nor an
employee thereof. The city council may remove any member of the commission at any time,
without cause, by a majority vote of the members of the city council. Three (3) members of the
commission shall constitute a quorum."

Section 13. Section 2.64.040 of the Redlands Municipal Code relating to the
organization of the Citrus Preservation Commission is hereby amended to read as follows:
"2.64.040: ORGANIZATION AND MEETINGS:
The commissioners shall, upon their appointment, organize and elect a chairman for the
term of one year, and such other officers as the commissioners may deem advisable, and shall
make such rules and regulations, and establish such subcommittees as are reasonable or
necessary to fulfill the obligations and duties of the commission.
The commission shall meet quarterly in the months established by separate resolution of
the City Council, which may be amended from time to time. There shall be a member of city
staff, appointed by the city manager, who shall serve as an ex officio member of the commission,
attend all meetings of the commission and shall act as a staff liaison for the city manager and the
city council."
Section 14. Section 2.66.020 of the Redlands Municipal Code relating to the
membership of the Human Relations Commission is hereby amended to read as follows:
"2.66.020: MEMBERSHIP:
The human relations commission shall consist of seven (7) members who shall each, with the
exception of the student members, serve for a four (4) year term and until his or her successor is
appointed. Five (5) members shall each be selected from one (1) council district, and be
appointed by the Council Member of that corresponding district. Vacancies on the commission
shall be filled by appointment as set forth above and the term of a commissioner appointed to fill
a vacancy shall be for a four (4) year period. No person shall serve more than two (2)
consecutive terms unless appointed to an additional term by a four -fifths 015) vote of the city
council. The commission members shall serve without compensation, shall each be a resident of
the city, with the exception of the student members, and shall be neither a member of any other
standing commission, board or committee of the city nor an employee thereof. Two commission
members appointed by the city council shall be from the sophomore or junior class of a Redlands
high school or college student. The student member's term shall be for one year, beginning
January 1 and ending December 31. The student members shall be considered two of the seven
(7) members of the commission with full voting powers. Four (4) members of the commission
shall constitute a quorum."
Section 15. Section 2.66.040 of the Redlands Municipal Code relating to the
organization of the Human Relations Commission is hereby amended to read as follows:
"2.66.040: ORGANIZATION AND MEETINGS:
The commission shall annually elect a chairperson and a vice chairperson and there is no
prohibition to the number of terms a member may serve in either capacity. The commission shall
keep records of all of its proceedings and actions and shall meet quarterly in the months

established by separate resolution of the City Council, which may be amended from time to
time."
Section 16. The City Council hereby detennines that the adoption of this ordinance is
exempt from review under the California Environmental Quality Act ("CEQA") because,
pursuant to section 15O61(b)(3) of the State Guidelines implementing CEQA, it can be seen with
certainty by this City Council that there is no possibility that the adoption of this ordinance will
directly or indirectly have a significant effect on the environment.
Section 17. If any section, sentence, clause or phrase of this ordinance or the
application thereof to any entity, person or circumstance is held for any reason to be invalid or
unconstitutional, such invalidity or unconstitutionality shall not affect other provisions or
applications of this ordinance which can be given effect without the invalid provisions or
application, and to this end the provisions of this ordinance are severable. The City Council of
the City of Redlands hereby declares that it would have adopted this ordinance and each
section, sentence, clause or phrase thereof, irrespective of the fact that any one or more section,
subsections, sentences, clauses or phrases be declared invalid or unconstitutional.
Section 18. The Mayor shall sign this ordinance, and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in a
newspaper of general circulation within the City, and thereafter, this ordinance shall take effect
as provided by law.
