HomeMy WebLinkAbout8739RESOLUTION NO. 8739 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING GENERAL PLAN AMENDMENT NO. 151 TO THE REDLANDS 2035 GENERAL PLAN TO UPDATE FIGURE 5-7 (TRUCK ROUTE MAP). WHEREAS, the Development Services Department has initiated General Plan Amendment No. 151 to update the city's Truck Route Map (Figure 5-7) contained in Chapter 5, "Connected City," of the 2035 General Plan; and WHEREAS, the City Council of the City of Redlands adopted the 2035 General Plan on December 5, 2017; and WHEREAS, the City Council of the City of Redlands certified and adopted the General Plan and Climate Action Plan Environmental Impact Report (EIR) on December 5, 2017; and WHEREAS, proposed General Plan Amendment No. 151 is necessary to ensure the City's adopted 2035 General Plan will be in compliance with Assembly Bill (AB) 98 of 2024; and WHEREAS, the City of Redlands is located within the "warehouse concentration region" as defined in Government Code section 65098(h); and WHEREAS, the City of Redlands must update its Truck Route Map by January 1, 2026, to comply with Government Code section 65098.1(e); and WHEREAS on December 5, 2025, notice of the City Council's public hearing for the proposed General Plan Amendment No. 151 was published in a newspaper of general circulation by the City Cleric; and WHEREAS, on December 16, 2025, the City Council held a public hearing and considered the staff written and oral reports, the recommendation of staff, written public comments, and testimony by members of the public; and WHEREAS, following the public hearing on the proposed General Plan Amendment No. 151, the City Council determined that adoption of the Amendment is in the best interests of the public health, safety, and general welfare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. Exemption from environmental review. The proposed General Plan Amendment does not require environmental review in accordance with Sections 15061(b)(3), 15308, and 15378(b)(5) of the California Environmental Quality Act Guidelines. Pursuant to Section 15378(b)(5) of the California Environmental Quality Act ("CEQA"), this proposal is an organizational or administrative activity of the City that will not result in direct or indirect physical changes in the environment and therefore not a project. Additionally, pursuant to CEQA C\Resolutions\Res 8700-8799\Resolution No. 8739.11.2625bm.doex Guidelines Section 15061(b)(3), this proposal is exempt from CEQA review because there is no possibility that the General Plan amendment may have a significant effect on the environment, insofar as it would impose modified truck routes for certain warehouses and logistics distribution facilities within the City. Additionally, if the proposal is considered a "project," the proposed General Plan Amendment is categorically exempt under CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment), because it is clear that it will not create an environmental impact and the action will assure the maintenance, enhancement, or protection of the environment through the adoption of State -imposed regulations on truck routes for certain warehouses and logistics distribution facilities. Accordingly, no further environmental review is necessary. Section 2. Description of General Plan Amendment. Amendment to Figure 5-7, titled "Truck Route Map," contained in the 2035 General Plan is described as follows: a) Section of Mountain View Avenue from Interstate-10 to North City boundary; change from "Major Road" to "Truck Route" designation. b) Section of Marigold Avenue from San Bernardino Avenue to Palmetto Avenue; change from "Major Road" to "Truck Route" designation. c) Section of California Street from San Bernardino Avenue to Palmetto Avenue; change from "Major Road" to "Truck Route" designation. d) Section of Palmetto Avenue from Marigold Avenue to Alabama Street; change from "Major Road" to "Truck Route" designation. e) Section of West San Bernardino Avenue from California Street to Alabama Street, including the Interstate-210 underpass; change from "Major Road" to "Truck Route" designation. f) Section of Almond Avenue from California Street to Alabama Street; change from "Local Road" to "Truck Route" designation. g) Section of Kansas Street from W. State Street to Park Avenue; change from "Local Road" to "Truck Route" designation. h) Section of Nevada Street from West Lugonia Avenue to Citrus Avenue; change from "Truck Route" to "Major Road" designation. i) Section of West Park Avenue west of Alabama Street; change from "Truck Route" to "Local Road" designation. j) Section of Citrus Avenue west of Alabama Street; change from "Truck Route" to "Local Road" designation. k) Section of Orange Avenue west of Alabama Street; change from "Truck Route" to "Local Road" designation. 1) Section of Alabama Street from Citrus Avenue to Barton Road; change from "Truck Route" to "Major Road" designation. m) Section of San Timoteo Canyon Road from Barton Road to South City boundary; change from "Truck Route" to "Major Road" designation, n) Section of Tennessee Street/ South San Mateo Street, south of Citrus Avenue to West Cypress Avenue; change from "Truck Route" to "Major Road" designation. o) Section of San Bernardino Avenue, east of Interstate-210 underpass to Orange Street; change from "Truck Route" to "Major Road" designation. Section 3. Approval of general plan amendment. General Plan Amendment No. 151 is hereby approved as described in this Resolution, and as shown in Exhibit "A- I" and Exhibit "A- 2" attached hereto. Section 4. Compliance with state law. This General Plan Amendment is adopted to implement the applicable provisions of Assembly Bill 98 (2024) as codified in Government Code section 65098 et seg., and the revised Truck Route Map meets the substantive and procedural requirements contained in Government Code section 65302.02. Section 5. Effective date. This Resolution shall become effective upon adoption.
