HomeMy WebLinkAboutContracts & Agreements_23-2026FIRST AMENDMENT TO AGREEMENT TO PERFORM PROFESSIONAL SERVICES This first amendment ("First Amendment") to the agreement for Code Enforcement services ("Agreement"), dated 3rd of September, 2025, by and between the City of Redlands, a municipal corporation and a general law city ("City"), and Willdan Engineering ("Consultant"), a California corporation, is made and entered into this 3' day of March, 2026. RECITALS WHEREAS, it is the desire of the City and Consultant to amend their existing Agreement. NOW, THEREFORE, for good and valuable consideration in the receipt of which is hereby acknowledged City and Consultant agree as follows: AGREEMENT Section 1. Section 5.1 of Article 5 of the Agreement, entitled "Compensation," is hereby amended to read as follows: "Compensation: Total compensation for Consultant's performance of the Services shall not exceed the amount of One Hundred and Eighty Thousand Dollars (S180,000). City shall pay Consultant on a time and materials basis up to the not to exceed amount in accordance with Exhibit "B," titled "Fee Schedule" which is attached hereto and incorporated herein by reference." Section 2. The "Scope of Services" set forth in Exhibit "A" of the Agreement is hereby replaced in its entirety with Exhibit "A," which is attached hereto and incorporated herein by this reference. Section 3. All other provisions of the Agreement shall remain unchanged by this First Amendment and in effect. Depending on the needs of the City, the number of staff may be increased to two full-time and one part-time officer. The assigned officer(s) shall be dedicated to working in partnership with residents, tenants, landlords, and business owners to promote and maintain a safe and desirable living and working environment. The assigned officer(s) shall work toward a goal of resolving problems efficiently and safely. Additionally, they shall have experience in investigative practices that aid in substantiating the validity of a complaint on a property and in turn addressing verified violations through proper due process noticing. The assigned officer(s) shall ■ Comply with the City's procedures for reporting inspection results and deficiencies. ■ Use City inspection correction forms. ■ Complete necessary digital entries that capture site inspection results, case status communications and any documentation of notices provided to responsible parties and stakeholders. ■ Conduct code enforcement related inspections as needed. ■ Maintain records as needed for the efficient and effective operation of the City. ■ Meet with members of the general public and municipal staff on a daily basis as needed. The most common areas of concern may include but are not limited to: ■ General Property Maintenance and Blight Address conditions such as overgrown vegetation, accumulation of waste or debris, graffiti, and other visual nuisances that affect neighborhood livability. Engage with property owners and tenants to promote voltmtary compliance. Unpermitted Activities and Vending Monitor and respond to unpermitted commercial activities, including vending on public property or within restricted areas. Activities may include education, issuing citations, and coordinating with other departments for compliance. Signage Compliance Review and enforce signage regulations to ensure all temporary and permanent signs meet local codes, contributing to a visually consistent and legally compliant public environment. 2 1:1emolAZmementsl1st Amendment Agmement.Willdan Enginmring.bm.02.24.26.FY2526-131.doex Rental Housing Standards Assist in inspecting rental properties to ensure they meet applicable health, safety, and maintenance standards. Provide education and outreach to landlords, tenants, and property managers regarding compliance expectations. Additional code enforcement areas may be addressed as directed by the City, in alignment with applicable municipal codes, policies, and community priorities. Out ifications Code Enforcement personnel shall be certified through the International Code Council, CACEO, and/or other various training programs offered through accredited institutions. In addition, personnel shall hold a PC832 certification. Scheduled Hours of Work Code enforcement services will be provided on an as -needed basis, with scheduling determined by the operational needs of the City. Typical hours may include weekdays, evenings, and weekends to address a variety of enforcement priorities, including vendor - related activity. Specific work schedules will be coordinated in advance, with reasonable notice provided for any changes. 3 D\mnolAgreementsUst Amendment Agmement.Willdan Engincering.bm.02.24.26.FY2526d31.dom EXHIBIT "B" FEE SCHEDULE Consultant shall provide contract code enforcement services to the City of Redlands for a flat hourly rate based on the rate schedule below. All contract code enforcement services shall be billed at the Code Enforcement Officer rate for all services outlined in the Scope of Work. In the case additional services are requested during the term of this agreement, the following hourly rates will be applied.
