A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING
LOCAL AGENCY OFFICIALS THAT MUST COMPLY WITH FISCAL AND FINANCIAL
TRAINING REQUIRED PURSUANT TO SENATE BILL 827 (CALIFORNIA
GOVERNMENT CODE SECTION 53238, ET SEQ.)
WHEREAS, Senate Bill 827 (Government Code Section 53238, et seq.) was enacted into
law effective January 1, 2026, and requires, among other things, a two-hour Fiscal and Financial
Training applicable to designated Local Agency Officials; and
WHEREAS, Senate Bill 827 defines "Fiscal and Financial Training" to include:
(a) Laws and principles relating to financial administration and short- and long-term fiscal
management, including, but not limited to, the role and responsibilities of financial administration,
financial policies, municipal budgets and budget processes, and financial reporting and auditing.
(b) Laws and principles relating to, but not limited to, capital financing and debt
management, mechanisms for local agency revenues, pensions and other postemployment
benefits, cash management and investments, the prudent investor standard, and the ethics of
safeguarding public resources.
(c) General fiscal and financial planning principles and any pertinent laws relevant to the
local agency official's public service and role in overseeing the local agency's operations and
relevant to the local agency's procurement and contracting practices and responsibilities; and
WHEREAS, Senate Bill 827 also requires that Local Agency Officials who have
commenced service with a local agency prior to January 1, 2026, complete Fiscal and Financial
Training by January 1, 2028, with the exception of terms that end before January 9, 2028; and
WHEREAS, Senate Bill 827 also requires that Local Agency Officials who commence
service with a local agency on or after January 1, 2026, complete Fiscal and Financial Training
within six (6) months from the first day of service with the local agency; and
WHEREAS, Local Agency Officials shall obtain Fiscal and Financial Training at least
once every two (2) years from the date of the initial training; and
WHEREAS, Senate Bill 827 requires the local agency to maintain records of Local
Agency Officials' completion of Fiscal and Financial Training.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS;
Section 1. The City Council hereby designates the following Local Agency Officials
to complete Fiscal and Financial Training pursuant to Government Code Section 53238, et seq.:
(a) Members of the City Council, the City Clerk and the City Treasurer of the City of
Redlands.

(b) City Manager and Assistant City Manager(s).
(c) City Attorney.
(d) Department Directors and Assistant Directors.
Section 2. All Local Agency Officials designated in Section 1 who are in service with
the City of Redlands prior to January 1, 2026, shall complete Fiscal and Financial Training no
later than January 1, 2028, unless that officials' term of office or service with the City ends
before January 9, 2028, and at least once every two (2) years thereafter.
Section 3. All Local Agency Officials designated in Section 1 who commences
service with the City of Redlands on or after January 1, 2026, shall complete Fiscal and Financial
Training no later than six (6) months from the first day of service with the City of Redlands, at
least once every two (2) years thereafter.
Section 4. Senate Bill 827 requires that the City maintain records related to Local
Agency Officials' Fiscal and Financial Training which includes (a) the dates that the Local Agency
Officials satisfied the Fiscal and Financial Training; and (b) the entity that provided the training.
Section 5. Training records shall be maintained by the City for at least five (5) years
after the Local Agency Official completed the training. The City's website shall provide clear
instructions and contact information for members of the public to request copies of such training
records.
Section. 6. This Resolution shall take effect immediately upon its adoption.
