A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING
LOCAL AGENCY OFFICIALS THAT MUST COMPLY WITH AB 1234 ETHICS TRAINING
AS EXPANDED BY SENATE BILL 827 (CALIFORNIA GOVERNMENT CODE SECTION
53234, ET SEQ.)
WHEREAS, Assembly Bill 1234 was enacted into law effective January 1, 2006, and
codified in Government Code Section 53234, et seq. establishing an Ethics Training requirement
for Local Agency Officials; and
WHEREAS, the Ethics Training under Assembly Bill 1234 is required to cover, at
minimum, the following ethics law:
(a) Laws relating to personal financial gain by public servants, including, but not limited
to, laws prohibiting bribery and conflict -of -interest laws.
(b) Laws relating to claiming perquisites of office, including, but not limited to, gift and
travel restrictions, prohibitions against the use of public resources for personal or political
purposes, prohibitions against gifts of public funds, mass mailing restrictions, and prohibitions
against acceptance of free or discounted transportation by transportation companies.
(c) Government transparency laws, including, but not limited to, financial interest
disclosure requirements and open government laws.
(d) Laws relating to fair processes, including, but not limited to, common law bias
prohibitions, due process requirements, incompatible offices, competitive bidding requirements
for public contracts, and disqualification from participating in decisions affecting family members.
WHEREAS, Assembly Bill 1234 defined a "Local Agency Official" as any member of a
local agency "legislative body" or any elected official who receives any type of compensation,
salary, or stipend or reimbursement for actual and necessary expenses incurred in the
performance of official duties; and
WHEREAS, Assembly Bill 1234 defined "legislative body" as the governing body of a
local agency or any other local body created by state or federal statute, and including a
commission, committee, board, or other body of a local agency, whether permanent or
temporary, decision making or advisory, created by charter, ordinance, resolution or formal
action of a legislative body; and
WHEREAS, Senate Bill 827 was enacted into law effective January 1, 2026, expanding
the definition of "Local Agency Official" to include, among other things, a "department head or
similar administrative officer of a local agency" who is required to receive Ethics Training under
Assembly Bill 1234; and

WHEREAS, Senate Bill 827 also shortened the time period for Local Agency Officials
commencing service on or after January 1, 2026, to complete Ethics Training.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS;
Section 1. The City Council hereby designates the following Local Agency Officials
to complete Ethics Training pursuant to Government Code Section 53235.1:
a. Members of the City Council, and any elected officer of the City of Redlands that
receives any type of compensation, salary or stipend or reimbursement for actual and
necessary expenses incurred in the performance of official duties.
b. A member of a commission, committee, board, or other body of a local agency, whether
permanent or temporary, decision making or advisory, created by charter, ordinance,
resolution or formal action of a legislative body.
c. City Manager and Assistant City Manager(s).
d. City Attorney.
e. Employees and contractors who are "Designated Filers" and required to file a Form
700 pursuant to the City's Local Conflict of Interest Code.
Section 2. For those Local Agency Officials that are city employees in Section 1
above, who commenced service with the City of Redlands prior to January 1, 2026, shall have
until January 1, 2027, to complete Ethics Training, and shall receive Ethics Training at least once
every two (2) years thereafter.
Section 3. All Local Agency Officials commencing service with the City on or after
January 1, 2026 shall complete Ethics Training no later than 6 months from the first day of
service with the City of Redlands and shall receive Ethics Training at least once every two (2)
years thereafter.
Section 4. Senate Bill 827 requires that the City maintain records related to Local
Agency Officials' Ethics Training which includes (a) the dates that the Local Agency Officials
satisfied the Ethics Training; and (b) the entity that provided the training.
Section 5. Training records shall be maintained by the City for at least five (5) years
after the Local Agency Official completed the training. The City's website shall provide clear
instructions and contact information for members of the public to request copies of such training
records.
Section. 6. This Resolution shall take effect immediately upon its adoption.
