HomeMy WebLinkAbout8765RESOLUTION NO. 8765 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING PLANNED DEVELOPMENT NO. 6 TO ESTABLISH A DEVELOPMENT PLAN FOR THE REDLANDS KAISER MEDICAL CENTER PROJECT. WHEREAS, Kaiser Foundation Hospitals ("Applicant') has filed a legislative application requesting approval of a proposed text amendment to Concept Plan No. 1 (Amendment No. 8) and a phased Development Plan (Planned Development No. 6) for a proposed 983,000 square -foot multistory medical center including a general hospital, medical office buildings, a central utility plant, a parking structure and related improvements on approximately 36.5 acres at 1301 California Street located on the west side of the California Street between Almond Avenue and Lugonia Avenue in the Medical Facilities district of Concept Plan No. 1 in Specific Plan No. 40 (the "East Valley Corridor Specific Plan"), hereto referred to as the "Kaiser Redlands Medical Center Project'; and WHEREAS, on July 16, 1991, the City Council adopted Concept Plan No. 1 which contemplates the development of an approximately 306-acre master planned business park accommodating a mix of retail, office, medical and industrial uses located in the area north of Interstate 10 between Mountain View Avenue and California Street; and WHEREAS, in October 1991, Applicant acquired the site of the Kaiser Redlands Medical Center Project and has continually held the subject property with the intent to develop an onsite medical campus including a hospital and offices; and WHEREAS, paragraph 3 of section 2-B of Measure "U" exempts development projects that directly further the primary institutional purposes of hospitals, provided such projects are located on sites held by those entities as of March 1, 1997; and WHEREAS, the Redlands Kaiser Medical Center Project satisfies these criteria, and it is therefore self-evident that the Project is categorically exempt from the traffic level of service and socio-economic study requirements of Measure "U"; and WHEREAS, section EV 1.0405 of the East Valley Corridor Specific Plan states that once a Concept Plan has been approved, property owners may seek approval of a "Development Plan" to establish a comprehensive, detailed plan of development, which is particularly appropriate for large-scale and multi -phased developments, as the second stage of the "Planned Development' land use planning process; and WHEREAS, City Council Resolution No. 5116, which establishes Planned Development application procedures, states that a decision on a Development Plan application is quasi-judicial and the application is to be processed as a Conditional Use Permit ("CUP"), subject to city review and required approval findings under section 18.192.070 of the Redlands Municipal Code; and 1 C\Resolutions\Res 8700-8799\Resolution 8765 (PD 6).bm.03.24.2026.doex WHEREAS, section EV 1.0615 of the East Valley Corridor Specific Plan provides that CUP applications are processed in accordance with sections 18.192.030 through 18.192.180 of the Redlands Municipal Code; and WHEREAS, in accordance with the California Environmental Quality Act ("CEQA"), a Draft Program Environmental Impact Report ("Draft PEIR") for the Kaiser Redlands Medical Center Project (State Clearinghouse No. 2025010666) was published on November 17, 2025 and circulated for a 45-day public review and comment period beginning on November 18, 2025, and ending on January 5, 2026; and WHEREAS, a Final Program Environmental Impact Report ("Final PEIR") was published on January 30, 2026, including responses to comments received on the Draft PEIR; and WHEREAS, on February 24, 2026, the Planning Commission held a noticed public hearing on the Project and considered the staff written and oral reports, written public comments, and testimony ftom members of the public; and WHEREAS, on February 24, 2026, the Planning Commission recommended that the City Council approves the application and associated Final PEIR; and WHEREAS, in accordance with Government Code sections 65453 and 65090, on March 24, 2026, the City gave public notice by mailing to property owners within a 300-foot radius of the property, as well as on March 27, 2026 by advertising in a newspaper of general circulation, of the holding of a public hearing at which the project would be considered; and WHEREAS, in accordance with Govermnent Code section 65090, on April 7, 2026, the City Council held a duly noticed public hearing at which interested persons had an opportunity to testify in support of, or opposition to, the approvals sought for the Redlands Kaiser Medical Center Project; and WHEREAS, on April 7, 2026, the City Council certified the Final PEIR and adopted accompanying CEQA Findings of Fact, a Mitigation Monitoring and Reporting Program and a Statement of Overriding Considerations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF K REDLANDS AS FOLLOWS: Section 1. Development Plan Approval. Planned Development No. 6 is hereby approved, and a Development Plan hereby established, for the Redlands Kaiser Medical Center Project based upon the following findings. 1. The proposed development will not adversely affect the applicable land use plans of the city. The Kaiser Redlands Medical Center will not adversely affect any applicable City land use plan because the project is fully consistent with the land use designations established in those plans. The applicable land use plans, including the General Plan 2 11Resolutions\Res 8700-8799\Reso1ution 8765 (PD 6).bm.03.24.2026.docx and Concept Plan No. 1 of the East Valley Corridor Specific Plan, expressly allow and encourage development of the project site for medical uses. According to the General Plan Land Use Map, the site is designated "Commercial/Industrial," a category that accommodates a wide range of nonresidential uses. In addition, the Concept Plan No. 1 Land Use District Map specifically identifies the site for medical facilities and, therefore, the proposed medical center directly implements the intended land use for the area. Therefore, the proposed development does not conflict with, and will not adversely affect, any applicable land use plan. 2. The proposed development will not be detrimental to the public health, safety and welfare. The Kaiser Redlands Medical Center will not be detrimental to the health, safety and welfare of the public because it has been designed to fully conform to applicable development codes, and is fully compatible with surrounding land uses, which primarily consist of warehousing and commercial development. The project involves the phased construction of frontage and roadway improvements, including the installation of a traffic signal at the intersection of California Street with the new project driveway, to ensure the orderly development of the surrounding area. In addition, the proposed use provides direct public benefits by expanding health care services in the region. Lastly, the proposed development does not introduce harmful operating conditions, such as excessive noise or vibration generation, hazardous material processing, or vehicle traffic generation, that would detriment the health, safety or welfare of the public. 3. The proposed development will comply to the maximum extent feasible with the regulations of the city's general plan, the applicable zoning district and the city's development standards. The Kaiser Redlands Medical Center will comply with the City's planning regulations because it adheres to the policies of the General Plan, particularly those concerning the East Valley Corridor area, and it fully conforms to the development standards of the Medical Facilities district of Concept Plan No. 1, including lot area, lot dimensions, building height, setbacks, floor area ratio, landscaping, access, parking and loading, and lighting. 4. The proposed development is appropriate at the proposed location. The Kaiser Redlands Medical Center is appropriate at the proposed location because the site has been planned to accommodate medical uses, including a hospital and medical offices. The site is situated within an existing, long-standing employment area with commercial and industrial uses. According to Concept Plan No. 1, the site has direct regional access via Interstate 10, and the surrounding roadways have been master planned with adequate right-of-way to handle the 3 [:\Resolutions\Rcs 8700-8799\Resolution 9765 (PD 6).bm.03.242026.doex expected traffic generated from buildout of the area, including the proposed site development. Section 2. Custodian of Records. The custodian of documents and other materials, which constitute the record of proceedings upon which this determination is based, is the Development Services Director and all records are located in the Development Services Department. Section 3. Effective Date. This Resolution shall take effect upon adoption. ADOPTED, SIGNED AND APPROVED this 71h day of April, 2026.
