A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AGREEMENTS FOR THE REDLANDS POLICE
DEPARTMENT SAFETY HALL PROJECT PHASE I
WHEREAS, in March 2022, the City acquired the facility located at 1625 W. Redlands Blvd.
for the purpose of establishing a new Redlands Police Department Safety Hall; and
WHEREAS, in September 2023, the City Council awarded a contract to Holt Corporation for
the design and construction management of the Redlands Police Department Safety Hall; and
WHEREAS, in September 2023, the City Council awarded a contract to Tilden -Coil
Constructors, Inc., for master construction management services for Redlands Police Department
Safety Hall; and
WHEREAS, in preparation for work to begin, staff advertised formal Requests for Bids
(RFBs) for the provision of services as described below; and
WHEREAS, to support the construction to begin for the Redlands Police Department Safety
Hall Project and in accordance with the City's purchasing policy, two (2) Construction Agreements
set forth in Exhibit "A" and attached hereto, have been prepared for the City Council's; and
WHEREAS, the City Council delegates authority to execute the agreements, amendments,
any change orders or other related documents to the City Manager, or designee; and
WHEREAS, pursuant to the Redlands Municipal Code Section 2.16.140, for public projects,
the total of change orders shall not exceed twenty-five percent (25%) of the amount of the original
contract.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council hereby approves two (2) construction agreements set forth in
Exhibit "A" to provide various construction services for the Redlands Police Department Safety Hall
Project for a total not -to -exceed amount of $3,494,000.
Section 2. The City Council hereby authorizes the City Manager, or his designee, to
execute any subsequent change orders to the two (2) Construction Agreements.
Section 3. The City Council hereby approves an additional appropriation in the amount
of $3,494,000.00 from the General Fund Reserve for Future Facilities.
Section 4. The City Council hereby determines that the approval of the two (2)
construction agreements described in this resolution are exempt from environmental review pursuant
to Section 15061(b)(3) of the State's Guidelines implementing the California Environmental Quality
Act.
