A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
TEMPORARILY SUSPENDING ENFORCEMENT OF REDLANDS
MUNICIPAL CODE SECTIONS 5.04.390 AND 5.04.420, FOR THE LIMITED
PURPOSE OF ALIGNING CERTAIN BUSINESS LICENSE RENEWALS
WITH A CALENDAR -YEAR RENEWAL CYCLE.
WHEREAS, Ordinance No. 2979 amended Redlands Municipal Code Chapter 5.04 to
establish a January through December renewal period for annual business licenses, replacing the
previous July through June renewal cycle.
WHEREAS, Section 5.04.390 of the Redlands Municipal Code provides that annual business
license fees shall become due and payable on January 1 of each year and defines the annual license
period as the calendar year of January through December, unless otherwise provided; and
WHEREAS, Section 5.04.420 of the Redlands Municipal Code provides that license tax fees
shall not be prorated and that such fee shall apply for the prescribed time or any fractional part thereof;
and
WHEREAS, certain businesses within the city currently maintain a business license renewal
period of July -June pursuant to prior provisions of the Redlands Municipal Code; and
WHEREAS, the City Council desires to align the renewal dates for these affected businesses
with the calendar year renewal period of January -December established in Redlands Municipal Code
Section 5.04.390; and
WHEREAS, transitioning these businesses from a July -June license period to a January -
December calendar year renewal cycle without temporary proration would require affected businesses
to pay overlapping or duplicative license fees, resulting in an unintended financial burden; and
WHEREAS, strict enforcement of Redlands Municipal Code Section 5.04.420, which
prohibits proration of license fees would prevent the City from implementing a temporary proration
necessary to transition affected businesses to the January -December calendar -year renewal cycle in
a fair and equitable manner; and
WHEREAS, the City Council finds that a temporary suspension of Redlands Municipal
Code Section 5.040.390 and 5.04.420 that apply only to businesses with an annual renewal period
of July -June, is necessary to facilitate this transition while minimizing financial impacts to affected
businesses.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The enforcement of Section 5.04.390 of the Redlands Municipal Code is
hereby temporarily suspended for businesses that as of the effective date of this Resolution,
maintain an annual business license renewal period of July -June.

Section 2. The enforcement of Section 5,04.420 of the Redlands Municipal Code, which
prohibits the proration of business license tax fees, is hereby temporarily suspended for businesses
that as of the effective date of this Resolution maintain an annual business renewal period of July -
June.
Section 3. Businesses with an annual business license renewal period of July -June shall
be subject to the following:
A. Businesses subject to this Resolution shall complete their regularly scheduled renewal in
June 2026; however, such renewal shall be issued for a six-month period expiring
December 31, 2026.
B. The City shall allow a one-time proration of business license tax fees for the period of July
1, 2026 through December 31, 2026 for the purpose of aligning affected licenses with a
January through December renewal cycle.
C. Beginning January 1, 2027, and thereafter, all affected businesses shall renew their
business licenses annually on a calendar year basis in full compliance with Section
5.04.390 of the Redlands Municipal Code,
D. Businesses that do not pay their prorated business license during the renewal period for
July 1, 2026 through December 31, 2026, shall be deemed past due and said amount
shall be included in the 2027 business license renewal invoice.
Section 4. The temporary suspension of Redlands Municipal Code Sections 5.04.390 and
5.04.420 applicable to businesses with an annual business renewal period of July -June shall
automatically expire on December 31, 2026.
Section 5. This Resolution shall take effect immediately upon its adoption.
