A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AMENDING
AND RESTATING A POLICY FOR THE CONSIDERATION OF REQUESTS FOR IN -KIND
SUPPORT AND/OR THE CONTRIBUTION OF CITY RESOURCES BY NONPROFIT
ORGANIZATIONS PROPOSING SPECIAL EVENTS WITHIN THE CITY, AND
RESCINDING RESOLUTION NO. 8220
WHEREAS, the City of Redlands receives many requests from various nonprofit
organizations seeking relief from the payment of fees and/or the contribution of City resources
associated with special events proposed to be conducted by such organizations; and
WHEREAS, the City of Redlands desires to promote the economic health of the City and
encourages the use and patronage of local businesses by nonprofit organizations conducting special
events within the City; and
WHEREAS, the City Council of the City of Redlands previously adopted Resolution No.
8220 to establish a policy for the consideration of such requests; and
WHEREAS, the City Council recognizes that a consistent group of community events has
historically received in -kind support and has become an established and valued part of the City's
community fabric; and
WHEREAS, the cost of providing City services has increased over time consistent with
broader economic conditions, including labor, materials, and operational expenses; and
WHEREAS, the City Council desires to clarify and limit the scope of in -kind support in
order to ensure fiscal sustainability and maintain the delivery of core municipal services;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. Eligibility for In -Kind Support. To the extent permitted by law, the City
Council will consider requests by nonprofit organizations for in -kind support and/or the
contribution of City resources associated with special events proposed to be conducted by such
organizations, provided that the event is included on the list of approved events attached hereto as
Exhibit "A" (Fiscal Year 2024/2025 Approved Events List), and the following criteria are satisfied:
A. The nonprofit organization demonstrates that it is a federal and/or state approved valid
nonprofit organization, and possesses a current City of Redlands business license;
B. The proposed special event will provide a direct and tangible benefit to the City of
Redlands;
C. The proposed special event will offer the residents of the City of Redlands
opportunities to participate in a unique community event or activity that is not otherwise
available within the City;

D. The proposed special event is designed, intended, and organized in a manner that will
result in the substantial patronage of a number of businesses located within the City, and/or
involve the participation of several community organizations;
E. The nonprofit organization will positively identify and advertise both the special event
and the City of Redlands on a regional scale, and the proposed special event is of a nature that
will convey a positive image for the City;
F. The proposed special event will not unreasonably subject the City of Redlands to
foreseeable potential legal or financial liability;
G. The proposed special event is not limited in attendance on the basis of any
discriminatory criteria, and is not designed to persuade or induce membership into the nonprofit
organization.
Section 2. Limitation to Approved Events. Only those events identified on Exhibit "A" shall
be eligible for consideration of in -kind support and/or the contribution of City resources. Events
not included on Exhibit "A" shall not be eligible for in -kind support.
Section 3. Reporting Requirement. Nonprofit organizations requesting in -kind support
and/or the contribution of City resources for special events shall be prepared to report on their
efforts to patronize Redlands' businesses for promotional products at the time the request for in -
kind support and/or the contribution of City resources City's support is requested.
Section 4. Delegation to the City Manager. The City Council hereby delegates authority to
the City Manager, and his or her designee, to consider and approve requests by nonprofit
organizations for in -kind support and/or the contribution of City resources for special events in
an amount up to and including Five Thousand dollars ($5,000), or the City Manager may
forward such requests to the City Council for consideration.
Section 5. Resolution No. 8220 is hereby rescinded.
