A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS IN
SUPPORT OF MEASURE J, THE REDLANDS UNIFIED SCHOOL DISTRICT'S
OVERCROWDING RELIEF AND SCHOOL SAFETY MEASURE
WHEREAS, Measure J, the Redlands Unified School District's (the "District")
Overcrowding Relief and School Safety Measure, would provide $65.5 million in bonds
in order to relieve overcrowding in the District's current two high. schools by completing
Citrus Valley High School, and providing additional safety and security treasures at all
other schools in the District; and
WHEREAS, because the District serves a growing population of the Inland
Empire and due to the growing overcrowding at the current high schools, the District has
been less able to provide the best educational environment to the students for continued
academic growth and excellence, and must act to expand its campuses and provide a
balanced academic opportunity to all of its students; and
WHEREAS, Measure R was approved in November 2002 and provided 558.7
million in State matching funds for modernization projects for many of the ageing
schools in the District and partial funding for the new high school; and
WHEREAS, the District successfully completed all projects pursuant to Measure
R, with the exception of the final phase of the third comprehensive high school (Citrus
Valley High School) due to recent substantial increases in costs of construction; and
WHEREAS, the Measure R Independent Citizens' Oversight Committee has also
verified that the District is meeting its commitment to the community, that all bond funds
have been expended appropriately and pledged when Measure R was passed; and
WHEREAS, there are provisions specifically included in this proposition to
ensure the voters and taxpayers of the District that the District's money will be spent to
address specific facilities needs of the District;
