A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS 1N SUPPORT
OF MEASURE M, THE SAN BERNARDINO COMMUNITY COLLEGE DISTRICT
COLLEGE SKILLED CAREER AND JOB TRAINING FACILITY
WHEREAS, Measure M, the San Bernardino Community College District's (the
"District") College Skilled Career and Job Training Facility Measure, would provide $500
million in bonds in order to maintain, acquire, construct, improve, furnish and equip properties
and facilities to enable each of Crafton Hills College and San Bernardino Valley College to
provide affordable, local higher education, to train and retrain local residents for higher-paying
and skilled jobs, and to enhance educational opportunities for the students in the District who
desire to transfer to four-year universities; and
WHEREAS, because the District serves the fast-growing population of the Inland
Empire, and due to the age and condition of many of the District's outdated facilities, the District
has been less able to provide necessary education programs and thus San Bernardino Valley
College and Crafton Hills College must act to maintain and expand their campuses and provide a
balance of job training, particularly in healthcare and public safety, and general education classes
close to the homes of their respective students; and
WHEREAS, notwithstanding concerted and ongoing efforts by the District to obtain
sufficient facility money from the State of California (the "State"), the State has been unable to
provide the District with enough money for the District to adequately maintain and expand San
Bernardino Valley College and Crafton Hills College for students; and
WHEREAS, if the District passed a local general obligation, the District's Board believes
that the District would be eligible for over$170 million of additional State matching, funds for
District facility improvements, and
WHEREAS, in order to renovate aging school facilities and relieve overcrowding, the
District deems it necessary and advisable to submit such a bond proposition to the electors to be
approved by 55% of the votes cast; and
WHEREAS, there are provisions specifically included in this proposition to ensure the
voters and taxpayers of the District that the District's money will be spent to address specific
facilities needs of the District,
