A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS SUPPORTING THE
CREATION OF AN ASSOCIATION OF WASTEWATER AGENCIES KNOWN AS THE SANTA
ANA RIVER DISCHARGERS ASSOCIATION AND AUTHORIZE CITY STAFF TO
PARTICIPATE IN THE ASSOCIATION
WHEREAS, the Santa Ana Regional Water Quality Control Board
(RWQCB) is currently in the process of conducting hearings on the Basin
Plan Update; and
WHEREAS, each agency which is a wastewater discharger within the
(RWQCB) boundaries is significantly impacted by all elements contained
within the Basin Plan including beneficial uses, objectives, tertiary
treatment, ammonia and nitrogen removal, and wasteload allocations; and
WHEREAS, the Council is responsible for the management and
operation of the City of Redlands Regional Wastewater Treatment Plant;
and
WHEREAS, several of the wastewater agencies along the Santa Ana
River have expressed a desire and willingness to meet, develop and
collectively present concerns shared by more than one individual agency
to the RWQCB; and
WHEREAS, the entire basin will benefit from a balanced perspective
in establishing objectives and other criteria within the Basin Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Redlands that they support, endorse and encourage all wastewater
agencies to participate in the newly-formed association of wastewater
agencies known as the Santa Ana River Dischargers Association and
authorize the Municipal Utilities Department staff to participate in
thee ongoing activities of the group.
