HomeMy WebLinkAbout3464_CCv0001.pdf RESOLUTION NO. 3464 A RESOLUTION OF THE CITY OF REDLANDS SUPPORTING ASSEMBLY BILL 2273 (CHID BOLE) WHICH WILL INCLUDE RESIDENTIAL SPACE COOLING IN THE EXISTING LIFELINE RATE STRUCTURE FOR ELECTRICAL AND GAS USES. WHEREAS, under Section 739 of the Public Utilities Code, the State of California has recognized that a minimum quantity of electricity and gas for specified residential end uses is a basic human right; and WHEREAS, the State has further found that the designation of special low lifeline rates and charges for minimum amounts of electricity and gas serves to encourage conservation of scarce energy resources and provides energy at a cost which is fair to small users; and WHEREAS, Section 739 presently includes space and water heating, lighting, cooking and refrigeration, but not space cooling; and WHEREAS, in certain hot climates space cooling is as necessary to the maintenance of human life and welfare as space heating is necessary in certain cold climates; and WHEREAS, present rate structures for electricity used for space cooling penalize the individual user of relatively small quantities and at the same time encourage wastefulness by larger users; and WHEREAS, the designation of lifeline quantities of electricity or gas needed for space cooling would take into account differentials in energy needs caused by geographic location, climate, and season as is now done for space heating; and WHEREAS, Assembly Bill 2273 (Chimbole) would amend Section 739 of the Public Utilities Code to include space cooling within the types of end uses which the Public Utilities Commission must consider in desig- nating lifeline amounts of gas or electricity; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby supports and urges the passage of AB 2273 by the State Legislature and its signing by the Governor.
