HomeMy WebLinkAbout3226_CCv0001.pdf RESOLUTION NO. 3226 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS TO SUP- PORT AND ENDORSE THE CALIFORNIA LOCAL GOVERNMENT RECREA'T'ION PROGRAM BILL AB 997 ( `BERG} AND SB 174 (ROBERTI) AND REQUESTING ASSEMBLY- MEN AND SENATORS REPRESENTING THE CITU' OF REDLANDS TO GINE THE BILL FAVORABLE CONSIDERATION IN THE LEGISLATURE WHEREAS, there is a high concentration of urban social prob- lems in California ' s major metropolitan areas which can be partially alleviated by increased recreation opportunities; and WHEREAS, by 1380, the tweed for local recreation area facili- ties and programs will be nearly twice as great as presently re- quired; and WHEREAS, by 1980, unless the lands and waters that hold recre- ation potential today are acquired or reserved for recreation as soon as passable, there will be marked shortage of recreation lands and waters on a local and regional basis; and WHEREAS, cities, counties, and districts must exercise constant vigilance to see that the recreation lands and facilities they now have are not last to other uses - they should take steps to improve the facilities they now have; and WHEREAS, in view of the foregoing, the Legislature declares that an aggressive, coordinated, funding program for meeting exist- ing and projected local recreation demands must be implemented with-- out delay; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS does hereby support and endorse the California Local Government Recrea- tion Program Bill AB 997 (Z 'Berg) and SB 174 (Roberti) and requests Assemblymen and Senators representing the City of Redlands to give the Bill favorable consideration in the Legislature. Both bills, entitled the "California Urban and Local Government Recreation Program," would provide $25 million a vear to cities, counties, and recreation and park districts for park lands and recreation facilities. A summiary of the provisions of the bills is enciosed for vour reference. AB 997, introduced by the late Assemblvvan Z 'berg at the request of the California Park and Recreation KocieL7 has pnssea the full Assembly and will to heard by the Senate Finance Committee in January 1976. Sn 174, introduced by Senator Roberti, has passed the Senate and is before the Assembly Ways and Means Col"m i t tee, This measure is desparately needed to help alleviate the growing needs of cities, counties, and recreation and park districts for recreation facilities, park lands, and innovative recreational programs On a statewide basis, deficiencies in recreational facilities at 1he local government level are stagger0g, Using a standard of LO acres of park lands per 1,000 persons, the 1974 "Californin outdoor Recreation Resources Plan" (CORRP) estimates the statewide local park deficiency to be 127,000 acres and the regional park deficiency to he 95,000 acres.
