A� ASSEMBLY BILL � 0® 21
WHEREAS, proposed Assembly Bill No. 21 will amend Section 100.2 of the
Streets and Highways Code to permit the agreements between city councils
and the State Highway Department concerning contemplated streets or high-
-nays as shown on an officially adopted master plan of streets or highways.
WHEREAS, the Pket authorizes the department -to enter into an agreement
lth the city council of a city having jurisdiction over the street or
higbzray or any contemplated street or highway shown on an officially adopted
master Plan of streets or highways.

WASt It may be provided in such agreement to close any city street
or --ountyr highway or prohibit the opening of any contemplated street or
aigYffray sho"m on an officially adopted mtaster plan of streets or hijhvays
of such �.ity or countyv at or near the point of its interception with
any free-ray or to make provision for carrying such city street or coinity
highway or any contemplated street or highway shown on an officially
adopted master plan of streets or highwaya of such city or county, over
or under or to a connection with the freeway and may do any and all work
of such city street or county highway or any contemplated street or
higftway shown on an officially adopted master plan of streets or high�7sys
of such city or county as is necessary therefor,,
WHEALAS$ the bill provides:
1. No city street or any contemplated street or highway shown on
an officially adopted master plan of streets or highways of such citly
shall be closed, either directly or indirectly, by the co". truction of,
a freeivay except pursuant to such an agreement or while temporarily
necessai-y during construction Operations.
2. o city streets or any coatemplated street or highway shown on
an iffieially adopted master plan of streets or highways of such city of
any kind shall be opened into or connected pith any freeway unless and
until the California flighway Commission adopts a resolution coagenting to
t1-1.a same and fixing the terms and conditions on which such connection shall
be made and the said commission may give or withhold its consent or fix
ouch terms and conditions as in its opinion will best subserve the public
interest.
BIE IT HEREBY RESOLVED:
1, That the adoption of proposed Assembly Bill No. 21 is in the public
i-iterest and promotes the health, safety and welfare of the City of R-edlands.

2. That the City Council endorses said Assembly Bill No. 21 and urges
its enaotment,
