A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS SUPPORTING SENATE BILL 217
BE IT RESOLVED by the City Council of the City of Redlands
as follows:
WHEREAS, if the vote on the Gann "Spirit of 13" spending
limit is delayed until June, 1980, California city governments
will have less than three weeks following passage to prepare
for implementation;
WHEREAS, if the vote on the Gann "Spirit of 13" spending
limit is delayed until June, 1980, California city governments
will have to prepare two potential budgets for the 1980-81
fiscal year -- statewide, this will cost local government at
least $11.1 million;
WHEREAS, if an election is held on November 6, 1979, a
date on which voters are already scheduled to go to the polls
in 56 of the 58 counties , California city governments will
have eight months to prepare a new budget if the spending
limit passes,
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Redlands supports SB 217 which will permit a vote
in November of this year on the Gann "Spirit of 13" spending
limit and urges its passage by the State Legislature and its
signing by the Governor.
ADOPTED, SIGNED AND APPROVED this 5th day of June, 1979,
by the following vote:
AYES: Councilmembers Knudsen, DeMirjyn, Elliott,
Riordan; Mayor Martinez
NOES-.' None
ABSENT: None

ing Constitutional Amendment and the (Gann " 'irit of 13" spend-

on both issues in Novem1ber of this year.
Since the Gana spending limit takes effect, if passu, on Jul
1., 1980 , we feel, that your city might cash to support a November
election date. Consider these facts :
