A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING A POLICY FOR ADDRESSING CONNECTION
DISRUPTIONS OF TWO-WAY TELEPHONE OR AUDIOVISUAL
PLATFORMS DURING PUBLIC MEETINGS PURSUANT TO SENATE BILL
707 (CALIFORNIA GOVERNMENT CODE SECTION 54953.4(b)(1))
WHEREAS, Senate Bill ("SB") 707 was enacted into law, which amends the Ralph M.
Brown Act ("Brown Act") (Government Code Section 54950, et seq.) for the purpose of
expanding and diversifying public engagement during public meetings of qualified legislative
bodies such as the City Council; and
WHEREAS, among the new requirements in SB 707, the Brown Act now requires hybrid
meetings of qualified legislative bodies to allow the public to participate remotely through a two-
way telephone or audiovisual platform; and
WHEREAS, SB 707 also requires that the City Council adopt a formal policy by or
before July 1, 2026 that outlines how the qualified legislative body will address two-way
telephone or audiovisual platform disconnections and interruptions that prevent the public from
virtually attending and participating in a meeting; and
WHEREAS, SB 707 requires the qualified legislative body to take a recess and to attempt
to restore service for at least one hour; and after the expiration of one hour, the legislative body
may proceed with the meeting if the legislative body finds that good faith efforts were made to
restore service and the public interest in continuing the meeting outweighs remote access; and
WHEREAS, by this Resolution, the City Council adopts this policy for managing
technical disruptions of two-way remote participation of public meetings to comply with SB 707
(Government Code Section 54953.4(b)(1)).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS;
Section 1. Pursuant to Government Code Section 54953.4(b)(1), the City Council and
any other city commission, board or committee that is subject to the Brown Act and conducts
hybrid meetings utilizing a two-way telephone or audiovisual platform for public participation
shall address connection disruptions as follows:
(a) In the event of a connection disruption that makes remote public participation not
possible during a meeting, the presiding officer shall recess the meeting for no less than one (1)
hour to allow city staff/consultants to make a good faith effort to restore service and allow the
public to participate in the meeting remotely. The City Council may meet in closed session during
this period.

(b) If service is restored by or before the expiration of one (1) hour, the presiding officer
shall reconvene the meeting allowing the public to participate remotely.
(c) After the expiration of one (1) hour, if service is not restored, the City Council shall
adjourn the meeting, unless the majority of the City Council by roll call vote makes the following
findings to continue the meeting:
(i) Good faith efforts to restore service to allow remote public participation has been
made in accordance with this policy; and
(ii) The public interest in continuing the meeting outweighs the public interest in
remote public access.
Section. 2. This Resolution shall take effect immediately upon its adoption.
