A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING FRANCHISE GRANTEE TOWING AND STORAGE GARAGE
RATES OF CHARGE AND OPERATING PROCEDURES EFFECTIVE WITHIN
THE CITY OF REDLANDS AND RESCINDING RESOLUTIONS NOS . 3650
AND 3690
THE CITY COUNCIL OF THE CITY OF REDLANDS does resolve as follows :
SECTION ONE : Under provisions of Section 6 , Ordinance No. 1425
of the City of Redlands , the City Council of the City of Redlands
hereby prescribes the following rates of charge and operating proce-
dures for tow-truck and storage garage services within the City of
Redlands .
SECTION TWO: The maximum permissible rates for each tow-truck
used in response to a call placed by the Redlands Police Department
to a Grantee shall be as follows :
A. Towing Charges :
(1) Automobiles , motorcycles , and other light vehicles up
to and including one ton vehicles .
(a) All tows during all hours : $37 . 50 for first
three miles ; $3 .00 per mile thereafter .
(2) Trucks and motorhomes in excess of one ton to 2-1/2 ton ,
loaded or unloaded.
(a) All times : $50 .00 for first three miles ; $4 .00
per mile thereafter.
(3) Three-or-more-axle trucks and truck-tractor combination ,
or trucks requiring large diesel tow trucks .
(a) All times : $75 .00 per hour.
(4) Mileage charges apply to one way actual towing mileage
only .
(5) Special Conditions :
(a) Towing done from extremely hazardous terrain (such
as a flooded wash) may be charged at the rate of
$80 .00 per tow (no mileage charges) or by the rates
set above , whichever is greater.

B . Hourly Rates :
(1) Standby time - $25 .00 per hour (time begins 30 minutes
after arrival at the scene and may be charged only if
the tow-truck is required to remain at the scene by
the vehicle driver or owner and he has been informed
of the added charge) .
(2) Helper - $20 .00 per hour (allowed only if helper is
needed and can be justified) .
( 3) Winch time - $30 . 00 per hour (included in winch time is
the rigging and labor. Examples : if a vehicle is over
a bank and has to be winched up to a roadway. If a
vehicle is over on its top, sides , etc. , and has to be
rolled over on its wheels by use of a cable) .
(a) Winch time is to be computed in one fourth hour
increments and begins 30 minutes after arrival
($8 .00 minimum) .
(4) Normal sweeping, covering of oil spots with sand and
gravel and general clean-up at the scene is not
chargeable as labor , but is considered part of the
basic charge and is the legal responsibility of the
tow-truck operator. Failure to clean the scene of
debris from, or caused by the towed vehicles shall , in
addition to other penalties , cause the removal of the
towing firm' s name from the rotational call listing for
a period of two (2) calendar months .
C. Storage Rates :
(1) Automobiles/Pick-up Trucks :
(a) Outside storage : $5 .00 per twenty-four (24) hour
period in excess of four (4) hours from initiation
of storage .
(b) Inside storage : $7 .00 per twenty-four (24) hour
period in excess of four (4) hours from initiation
of storage .
(c) The driver or owner must be advised of any increased
charge and must request inside storage or it must be
justified as necessary to protect the vehicle when
damage is such that exposure to the weather could
create an additional loss to the owner . Exception :
When vehicle is ordered under cover by the Redlands
Police Department because of special handling
requirements .

C. Storage Rates (Continued) :
(2) Motorcycle Storage - inside only :
(a) Inside storage : $5 .00 per twenty-four (24) hour
period in excess of four (4) hours from initiation
of storage .
(3) Trucks - 1-1/2 ton and up, including large motorhomes :
(a) $7 . 00 per twenty-four (24) hour period in excess
of four (4) hours from initiation of storage .
(4) Truck with Trailer:
(a) $8 . 00 per twenty-four (24) hour period in excess
of four (4) hours from initiation of storage .
(5) Trailer , U-Haul type , Camp Trailer, etc. :
(a) $5 .00 per twenty-four (24) hour period in excess
of four (4) hours from initiation of storage .
D. Miscellaneous Rates :
(1) Disconnecting drive shafts : $10 . 00 .
(2) Dolly Towing : $15 . 00 flat rate in addition to regular
towing charges . The vehicle must be incapable of normal
towing.
(3) Special bars for front wheel drive vehicles : $5 .00 .
(4) Service calls : $15 .00 between 7 :00 A.M. and 7 :00 P.M. ;
$20 . 00 other times .
(5) "Cradle" towing: Dolly rates prevail.
(6) Releasing of vehicles or property after 6 :00 P.M. and
before 7 : 00 A.M. , requiring a special trip of the
operator from his home to the place of storage : $10 .00 .
E. Posting:
(1) A copy of the above rates of charge shall be conspicu-
ously posted in the Grantee ' s place of business .

F. Towing and Service Charges - Emergency Ve
(1) No charge shall be made by a Grantee
of the City of Redlands for the towia.y ana/or related
services provided in regard to a disabled police depart-
ment vehicle from a location within the City limits or
within a twenty-five (25) mile radius outside the City
limits .
G. Vehicles for Evidence :
(1) Vehicles stored or impounded as evidence at the request
of the Redlands Police Department shall be deemed a
police tow and shall not be subject to towing or storage
charges unless authorized by the Redlands Police
Department.
SECTION THREE : The following tow-truck operating rules shall be
complied with by all Grantees of franchises awarded by the City Council
of the City of Redlands under Ordinance No. 1425 when responding to
calls initiated by the Redlands Police Department :
A. Request for any type of towing services received from the
Redlands Police Department shall not be accepted unless the
driver and the tow-truck or equipment requested are
immediately available .
B . Request for any type of towing services received from the
Redlands Police Department shall not be referred to another
towing agency. If Grantee cannot respond after accepting the
dispatch, notification must be made to the Redlands Police
Department immediately. If Grantee receives a referral from
another towing agency to respond to a call , approval to
respond shall first be obtained from the Redlands Police
Department.
C. When request for towing services due to an accident is
received from a private party, response is prohibited until
the appropriate police agency has been notified. (On
freeways and unincorporated territory, the California
Highway Patrol (CHP) has the responsibility; in Redlands ,
not on the freeways , the Redlands Police Department has the
responsibility. ) This will prevent an unnecessary response
should the Redlands Police Department or CHP have previously
requested another towing unit to respond.
D. Drivers of tow vehicles shall be competently familiar with
City of Redlands street locations .
E. Speed and driving procedures enroute to a tow shall be
entirely within lawful limits .

F. Upon arrival at the tow scene , the tow-truck operator shall :
(1) Park legally off the roadway unless directed by a
police officer to do otherwise .
(2) Pull into the median strip and park in the median strip
only if the disabled vehicle (s) is in the median strip.
(3) Not stop or park in a moving traffic lane at any time
unless directed by a police officer to do so.
G. As indiscriminate use of extra lights often-times confuses
motorists or detracts from their driving attention and can
cause unnecessary congestion and hazard, tow-trucks shall
not be allowed to use revolving or flashing lights at the
scene except during periods when the tow-truck is actually
a hazard to moving traffic .
H. As police officers must be allowed to complete their
investigation as well as furnish traffic direction and pro-
tection during the hook-up, hooking-up to and moving
disabled vehicles at accidents shall only be done after
being so directed by a police officer.
I . Before leaving the scene , tow-truck operators shall clean up
all debris from the accident. (Required by California
Vehicle Code Section 27770 . )
J. When towing disabled vehicles :
(1) Revolving or flashing lights to the front shall not
be used.
(2) A flashing amber light may be exposed to the rear when
towing at a speed slower than the normal flow of
traffic. (NOTE : Probably the only place where this
provision would apply would be on a freeway when
extremely slow speeds are used. Flashing lights to the
rear never take the place of required rear lighting. )
( 3) Tow-trucks must be equipped with a portable electrical
extension for tail lights and stop lights .
(4) During daylight, a stop light must be displayed on the
towed vehicle if the lights from the tow-truck are not
plainly visible to the rear.
(5) During darkness , a tail light must be lighted on the
rear of the towed vehicle .

K. Grantee ' s name (company name) , address , and phone number shall
be displayed on each side of the tow-truck.
L. As pickup trucks do not fall into any category stated in
Sections 25256 through 25274 of the California Vehicle Code ,
the use of flashing amber lights thereon is prohibited.
SECTION FOUR: That Resolutions Nos . 3650 and 3690 of the City
Council of the City of Redlands are hereby rescinded.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AMENDING RESOLUTION NO. 4109 WHICH ESTABLISHED FRANCHISE
GRANTEE TOWING AND STORAGE GARAGE RATES OF CHARGE AND
OPERATING PROCEDURES EFFECTIVE WITHIN THE CITY OF REDLANDS
THE CITY COUNCIL OF THE CITY OF REDLANDS does hereby resolve
as follows:
SECTION ONE: That Resolution No. 4109 of the City Council
of the City of Redlands be amended by deletion of Paragraph F,
Section Two, Towing and Service Charges - Emergency Vehicles.
SECTION TWO: That Resolution No. 4109 of the City Council
of the City of Redlands be amended by deletion of Paragraph G,
Section Two, Vehicles For Evidence..
