HomeMy WebLinkAbout2841_CCv0001.pdf RESOLUTION No. 2841 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TOW-TRUCK AND STORAGE GARAGE RATES OF CHARGE AND OPERATING PROCEDURES EFFECTIVE WITHIN THE CITY OF REDLANDS. THE CITY COUNCIL OF THE CI'T'Y OF REDLANDS DOES RESOLVE AS FOLLOWS : SECTION ONE: Under the provisions of Section 6 , ordinance No. 1425 of the City of Redlands , the City Council of the City of Redlands hereby prescribes the following rates of charge and operating procedures for tow- truck and storage garage service within the City of Redlands : SECTION TWO: Maximum permissible rates for each tow-truck used in response to call placed by the Redlands Police Depart- ment: A. Towing Charges : (1) Automobiles , motorcycles and up to and including 3/4 ton vehicles . (a) Straight tow: Recovered vehicles , abandoned vehicles , vehicle with an intoxicated driver, etc . No accident involved. 1. Daytime -- $15 first 3 miles ; $1 mile thereafter. 2. Nighttime -- $17 . 50 first 3 miles ; $1 mile thereafter. b Collision: 1 . Daytime -- $17 - 50 first 3 miles ; $1 mile thereafter. 2. Nighttime -- $19 . 50 first 3 miles ; $1 mile thereafter. (c) Mountain Towing : Same charges except the mtileage rate is increased to $1. 50 per mile after the f"J'.rst 3 miles. (d) For the purpose of this schedule DAYTIME, is considered to be between the hours of 8:00 A.M. and 5 :00 P .M. Any other hour is to be considered NIGHTTIME . NIGHT 'IRE rates SHALL apply all day on Sundays, and Holidays . (2) Two axle trucks , 1-ton and up to 2 1/2-ton, loaded or unloaded. (a) All times -- $25 first 3 miles , $1. 50 mile thereafter. (3) Three or more axle trucks and truck tractor com- binations . (a) All times -- C20 per hour for tow- truck and driver; $9 per hour additional for a helper, if required. (4) Mileage charges apply to ONE WAY mileage only. (5) Special Conditions : (a) Towing done in mountainous terrain during periods of inclement weather and/or extreme congestion may be charged at the rate of $20 per hour (no mileage charge) or by the rates set above , whichever is greater. B. HOURLY RATES : (charged in addition to charges in A, above) (1) Standby Time $10 per hour (Time begins 30 minutes after arrival at the scene) . (2) Helper -- $9 per hour. (Allowed only if helper is needed and can be justified) . ( 3) Winching Time -- $10 per hour. (Included in the winching time is the rigging and labor. Examples : If a vehicle is over a bank and has to be w-inched up to the roadway. If a vehicle is over on its too, sides , etc. and has to be rolled over on its wheels by use of a cables . a. Winching time is to be computed in 1/4 hour increments , with a $5 rninimizni . Resolution No. 2841 Page two (4) Normal highway sweeping , covering of oil sloot<14 with sand and gravel and general clean up at the scene is not chargeable as labor, but is considered part of the basic charge and is the responsibility of the tow-truck operator. STORAGE RATES : (1) Automobiles (a) Outside storage $2 per calendar day. (b) Inside storage $3 per calendar day. (1) The driver or owner must be advised of the increased charge and -must request inside storage or it must be justified as necessary to protect the vehicle when damage is such that ex- posure to the weather would create an additional loss to the owner. Exception : When vehicle is ordered under cover by the Redlands Police Department because of special handling requirements (Section 11 , Ordinance No. 1425) (2) Motorcycle Storage (a) Outside storage $1 . 50 per calendar day. (b) Inside storage $2 per calendar day. (3) Trucks , 3/4 ton and up including camper units. (a) $3 per calendar day. (4) Truck with trailer (a) $6 oer calendar day. (5) Trailers, U--Haul type, house trailers , etc. a) $3 per calendar day. 0. MISCE T ,LJLANEOUS RATES : (charged in addition to towing -charges in A, above) tlI I ) Disconnecting drive shafts -- $3 . Resolution No. 2841 Page three (2) Dolly Towing - $10 flat rate, no mileage charge and the vehicle must be incapable of normal towing. ( 3) Special bars for front wheel drive vehicles (4) Commercial rates to be charged Redlands Police Department towed vehicles. (5) Service calls -- 89. L. (b) Provides protection to Grantee' s operator in the event of a disturbance or disagree- ment at the scene of the tow, by insuring the presence of an Officer. (4) Drivers of tow vehicles shall have a knowledge of City of Redlands street locations. (5) SPEED and driving procedures enroute to a tow MUST be entirely within lawful limits . (6) Upon ARRIVAL at the toy: scene, the tow-truck operator will : (a) Park legally off the roadway unless directed by an Officer to do otherwise. (b) Only if the disabled vehicle (s) are in the median strip, should the tow-truck pull into the median and park. (c) DO NOT STOP OR PARK in a mova . traffic lane at any time unless directed by an Officer to do so. (d) BO NOT use revolving or flashing lights at the scene except during periods when the tow- truck is actually a hazard to roving traffic. Indiscriminate use of extra lights often- times confuses motorists or detracts fron their driving attention and can cause un- necessary congestion and hazard. (7) Hooking up to and moving disabled vehicles at accidents will only he done after being so directed by an Officer. Officers must be allowed to finish their investigation as well as furnish traffic direction and protection during the hock- UD. (8) Before leaving the scene, clean up all debris from the accident. (Required by the California Vehicle Cade Section. 27700) (9) In towing disabled vehicies , the following will be compiled with: (a) Revolving or flashing lights to the front shall not be used.. Resolution No. 2841 Page five (b) A flashing amber light may be exposed to the rear when towing at a speed slower than the normal flow of traffic. (NOTE: Probably the only place where this pro- vision would apple would be on a freeway when extremely slow speeds are used. 'lashing l igh is to the .rear never take the place of required rear 1 ghting. ) (c) Tow-trucks must be equipped with a portable electrical extension for tail lights and step lights_ (d) During daylight a stop light must be dis- played on the towed vehicle if the-lights from the tow-truck are not plainly visible to the rear. (e) During darkness a tail light must be lighted on the rear of the towed vehicle. (10) Grantee ' s name, (company name) , address , phone number must be displayed on each side of the tow- truck. (11) Pickup trucks are not allowed the use of flashing amber lights. A pickup does not fall into any category stated in Sections 25256 through 25273 CVC.
