HomeMy WebLinkAbout3214_CCv0001.pdf RESOLUTION NO. 3214 RESOLUTION OF THE CITY COUNCIL OF TEE CITY OF REDLANDS ESTABLISHING TOW-TRUCK AND STQRAGE GARAGE RATES OF ChARGE AND OPERATING PROCEDURES EFFECTIVE WITHIN THE CITY OF REDLANDS AND RESCINDING RESOLUTION NO. 2841 TEE CITY COUNCIL OF THE CITY OF REDLANDS DOES RESOLVE AS FOLLOWS : SECTION ONE: Under the provisions of Section 6. ordinance Noo 1425 of the City of Redlands, the City Council of the City of Redlands hereby prescribes the following rates of charge and operating procedures for taw-truck and storage garage service within the City of Redlands, SECTION TWO: Maximum permissible rates for each tow-trn ,�, used in response to call placed by the Redlands Police Depart- ment- A . Towing Charges . (1) Automobiles, mOtorcycles, and up to and including 3/4 ton vehicles. (a) Straight tow; Recovered vehicles, abandoned vehicles, vehicle with an intoxicated driver, etcNo accident involved. V $2000 three miles; !1. 50 mile thereafter, Q Collision 1. $22 .00 first three miles; $1, 50 mile thereafter, MOuntaln towingi Same charges except the mileage rate is increased to $1. 75 per mile after the first three miles , (2) Two-axle trucks, 1-tan and up to 2-1/2-ton, loaded or unloaded,, (a) Ail times: $30.00 first three miles; 81M mile thereafter., (3) Three-or-more-axle trucks and truck-tractor com- hinations '' (21) hlinirauxa charge per hour - $45 for tow-truck and driver, $15.00 per hour for a helper if required, k(4) Mileage charges apply to ONE WAY mileage oniv, (5) Special Conditionst (a) Tawing done in mountainous terrain during periods of inclement weather and/or extreme congestia_: may be charged at the rate of $22 .00 per hour (no mileage charge) or by the rates set above, whichever is greater B, Hourly Rates; W Standby Time - $12.00 per hour 'time begins 30 minutes after arrival at the scenei , k(2) "1 Helper - $15 ,00 per hour ''allowed only if helper, is needad and can be justified) , (3) Winching Time - $11.00 per hour . (included in rMs winching time is the rigging and iahor� Examples ; if a vehicle is over a bank and has to be winched up to a roadway, if a vehicle is over on its top, sides, etc, , and has to b8 rolled over on its wheels by use of a cable. ) (A Winching time is to be computed in 1/2-hour increments ($5. 50 minimum) ,, (4) Normal sweeping, covering of oil spots with sand ngryn- ad ael and general cleaup at the scene is NOI. chargeable as or. but is considered part. of the basic charge and is the resp onsibAity of the tow-truck operator, Q Storage Rates , (1) Automobiles Out8idn storage - $3.00 per calendar day, (b) inside storage - $3.50 per calendar day, K The driver or awner must he advised of the increased charge and most request inside storage or it must he justified as newes-, s to protect the vehicle when damage is such that exposure to the weather would create an additional loss to theow8r n ; Exception; When vehicle is ordered under, cover by the Redlands Police Department, because of special handling requirements (Section 11, Ordinance No, 1423K Resolution No. 32i4 - Page two (2) Motorcycle storage (a) Outside stcrage - $200 per calendar day, (b) Inside storage - $2. 50 per calendar day. (3) Trucks, 3/4-ton and up, including camper units (a) $3 . 50 per calendar day , (4) Truck with trailer (a) $6. 50 per calendar day, (5) Trailers, U-Haul type, house trailers, etc, (a) jK50 per calendar day, D. Miscellaneous Rates (1) Disco nnecting drive shafts - $5,00, (2) Dolly towing - sijv00 flat rate, $1 .00 a mile aftez. three miles, and the vehicle must be incapable of normal towing, (3) Special bars for front wheel drive vehicles - j5o % (4) Commercial rates to be charged Redlands Police Department towed vehicles, (5) Service calls - $10 00, no mileage, (6) "Cradle" towing - dolly rates prevail, (7) Releasing of vehicles or property after business hours 11 nainimum of $700 is recommended for tHis service, E, A copy of the above rates of charge will be conspicuously posted in the Grantee " s place ofbusjness SECTION THREE: Tow-truck operating rules , A. The foilcwinq tcuntruck operating rules will he C00plied %with by all Grantees of franchise8 awarded by the Civy of Redlands under ordinance No. 1425 when responding to calls initiated by the Redlands Police DepartmenV Resolution No. 3214 Page three (1) Requests for any t. re Of t5wing services received from the Redlands Police Department shall not be accepted nniess the driver and the tow car-'or equipment requested are immediately available. (2) Requests for any type of towing services received from the Redlands Police Department shall not he referred to anothor towing agency, It Graii-ee cannot respond after accepting the request notify the Redlands Police Department immediate1y, if Grantee receives a referral from anotherowing agency to respond to a call, he win got. compjy without first calling the Redlands MAIL= Depart_ ment and Abtaining approval, (3) When requests for towing services due to an, ACCIDENT are received from a private party do not respond antil the appropriate poijOe agency has been notified, (On freeways and in unincorporated territory CHP has responsibility - in cities, and not on freeways, the Redlands Police Department should he notified. ) (a) This will prevent an unnecessary response where the Redlands Police Department or CHp has previously requested another towing unit, to respond. Flashing lights to the rear newr. take the place of required rea-r liqhtingd (3) Tow-trucks most be equipped with a portabLe electrica! extension for tail lights and stop lights ., (4) During daylight a stop light must he dis- p1gypq on the towed vehicle if the Jahts from the tow-truck are not air.1y visible to the rear, (5) During darkness a tail light mus-i be ligbted on the rear of the towed vehicle, (h) Grantee ' s name, (company name) , address, phone number must be displayed on each side of the tow-truck, Resolution No. 3214 Page five Pickup trucks are not allowed the use of flashing amber lights. A pickup does not fall into any category stated in Sections 25256 tbrough 25273 CV2. SECTION FOUR: Resolution No. 2841, adopted December 1, 1970, is hereby rescinded.
