HomeMy WebLinkAbout8802RESOLUTION NO. 8802 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN FOR FISCAL YEAR 2026/2027 THROUGH 2O30/2031 WHEREAS, San Bernardino County voters initially approved passage of Measure I in 1989, and approved renewal of Measure I in November 2004, authorizing the San Bernardino County Transportation Authority ("Authority") to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the county of San Bernardino until year 2040; and WHEREAS, revenue from the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04-1 of the Authority; and WHEREAS, the Strategic Plan requires each local jurisdiction applying for revenue from the Local Street Program of the Authority to annually adopt and update a Five -Year Capital Improvement Plan; and WHEREAS, California Public Utilities Code 190300 and San Bernardino Transportation Authority Ordinance No. 04-1 require each local jurisdiction to maintain General Fund expenditures for transportation -related construction and maintenance activities at the required maintenance of effort base year level in each fiscal year of the adopted Five -Year Capital Improvement Plan, which for the City of Redlands is eight hundred forty-five thousand eight hundred sixty-six dollars ($845,866); NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1. This City Council determines that approval of this Resolution is exempt from review under California Enviromnental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15061(b)(3) as it can be seen with certainty by this City Council that the approval of this Resolution establishing a Five -Year Capital Improvement Plan will have no physical effect on the environment. Section 2. That the Measure I Five -Year Capital Improvement Plan, attached to this Resolution as Exhibit "A," is hereby adopted. ADOPTED, SIGNED AND APPROVED this 7t1i y of July, 6. The City's Pavement Management Program, which provides a decision making matrix in identifying streets that are priority paving projects, will be used to determine future Measure I Capital Improvement Plans.
