RESOLUTION NO. 8811
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RENAMING A SEGMENT OF NINTH STREET TO PASTOR GREEN STREET
WHEREAS, Mayor Mario Saucedo has initiated a proposal ("the proposal") for renaming
a segment of Ninth Street to Pastor Green Street in honor of Anthony W. Green, who died on
February 26, 2026; and
WHEREAS, Mayor Saucedo has submitted a brief biography of Anthony W. Green and
his contributions to the Redlands community (attached hereto as Exhibit A) in support of the
proposal; and
WHEREAS, Government Code Section 34091.1 and Streets and Highways Code
Sections 970.5, 971, and 5026 authorize local jurisdictions to rename public streets; and
WHEREAS, City Council Resolution No. 7711 establishes procedures for the renaming
of City streets and other public facilities, and states that public facilities may be named for a
person who has made a significant contribution to the Redlands community, provided such
person shall be deceased for at least three years prior to designating the person's name for a
public facility, unless waived by the City Council; and
WHEREAS, activities that will not result in direct or reasonably foreseeable indirect
physical changes in the environment are not subject to the California Environmental Quality Act
("CEQA") pursuant to CEQA Guideline Sections 15060(c)(2) and 15378.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. Anthony W. Green made a significant contribution to the Redlands
community, and the requirement under Section 4.B of City Council Resolution No. 7711 that a
person must be deceased for at least three years prior to designating a person's name for a public
facility is hereby waived with respect to the proposal.
Section 2. The segment of Ninth Street between High Avenue to the north and the
Metrolink railway to the south is hereby renamed Pastor Green Street in commemoration of
Anthony W. Green.
Section 3. The City Clerk shall promptly forward copies of this resolution to the
Board of Supervisors, Assessor -Recorder -County Clerk and Surveyor of the County of San
Bernardino.
Section 4. The Facilities and Community Services Department shall prepare new
street name signs and take all appropriate and necessary actions to implement this resolution.

Section 5. The proposed action is limited to street renaming and does not authorize
any construction, expansion of use, or other physical change to the environment and, therefore, it
is not a `project' under CEQA Guidelines Sections 15060(c)(2) and 15378 because there is no
potential for it to cause direct or reasonably foreseeable indirect physical change in the
environment.
Section 6. This resolution shall take effect upon adoption.

EXHIBIT "A"
Pastor Green's Biography
Pastor Green passed February 26, 2026, after serving in the City of Redlands as Senior
Pastor and Pastor Emeritus of The Village (Second Baptist Church) for 39 years and preaching
the Gospel for 57 years. A graduate from Howard University, Pastor Green held a Master of
Divinity (MDiv) degree when he arrived in Redlands in 1983 with his wife Jackie and two young
children. Ready to fill a pastoral vacancy with the Church, his impact upon the City of Redlands
was led by love and desire for community unity.
Pastor Green dedicated his life's work as one of the longest serving African -American
Pastors in Redlands' history and is recognized as a "City Father," for his extraordinary leadership
as one of the founding members of Inland Empire Concerned African American Churches
(IECAAC). His faithful leadership as a member of the Redlands Human Relations Commission,
Cops and Clergy member, Co -Chair of Unity in the Community, Israel Beal Park Dedication
Committee, Pioneer of Redlands Juneteenth Celebrations, and a Midnite Hoopz Creator in
collaboration with the Redlands, P.D. for almost thirty years providing programs for at risks
youth; highlight his longstanding dedication to the City. During his time serving as Pastor and
Police Chaplain, Pastor Green was often called in to help de-escalate racial tensions on Redlands
school campuses and help counsel youth and adults involved with gang life.
His faithful volunteer work with the Redlands Police Department as a Police Chaplain
spans six Police Chiefs and years of rehabilitation work advocating for cops of color in
Redlands. As a history maker in the City of Redlands protecting the rights of African Americans
and people of Color, Pastor Green helped build a future by mentoring people of all backgrounds
through the Dr. Martin Luther King, Jr. History Camps. In the past ten years he taught young
people how to build bridges across communities to inspire hope and a better future.
Pastor Green was also an advocate for women in leadership and their humanity. He was
the first African -American Pastor to license and ordain women in the City of Redlands. This
came at the cost of being dismissed and ostracized by other local pastors and churches. Even in
this, he did not waiver or quit. He consistently until his death found ways to maintain, create and
uplift bridges of reconciliation and hope for women, youth and people of color in the City of
Redlands.
It is an appropriate recognition to Name a Street in his honor where the Redlands
African -American Historical District has been preserved for 134 years by the Second Baptist
Church (The Village SBC), along with other local churches, organizations and pastors in the city,
breaking down racism and building bridges for the future of the City of Redlands.
