HomeMy WebLinkAbout5807_CCv0001.pdf RESOLUTION NO. 5807 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey with maps and Speed Survey Data Sheets), attached hereto, as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Grove Street Date of Study: September 10, 1999 Speed Limits as follows: 30 m.p.h. between Citrus Avenue and Highland Avenue. ADOPTED, SIGNED AND APPROVED THIS 17TH DAY OF OCTOBER, 2000. Mayor of the City of Redlands ATTEST: City *rk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: GROVE STREET AREA OF: BETWEEN CITRUS AVENUE AND HIGHLAND AVENUE DATE OF SURVEY: SEPTEMBER 10, 1999 RECOMMENDATIONS: Based on the facts of this survey it is recommended that Grove Street between Citrus Avenue and Highland Avenue be posted as a 30 m.p.h. zone. In the area between Citrus Avenue and Highland Avenue a speed survey was conducted near Palm Avenue intersection. The result is as follows: Critical Speed - 32 m.p.h. Average Speed - 28 m.p.h. Pace Speed - 22-32 m.p.h. The last speed survey conducted on this section of Grove Street was on May 22, 1980. According to the State of California Vehicle Code Section 40802 and its amendment, the speed surveys are to be conducted every seven years. For this reason, the speed survey on this portion of Grove Street was required to be conducted. This section of Grove Street is located within a single family residential area. The curve section of Grove Street just south of Morrison Drive should be posted with 20 m.p.h. speed limit. Based on the speed survey and the reasons stated above, we recommend that the speed zone for Grove Street between Citrus Avenue and Highland Avenue be maintained as a 30 m.p.h. speed zone. It is recommended that the Grove Street be posted as follows: 1. Post 30 m.p.h. sign for northbound traffic: A. Just north of Highland Avenue B. Just north of Palm Avenue 2. Post 30 m.p.h. sign for southbound traffic: A. Just south of Citrus Avenue B. Just south of Palm Avenue 3. Post "Curve" and 20 m.p.h. advisory signs: A. Just south of Morrison Drive for southbound traffic B.
