RESOLUTION NO. 5918 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Crescent Avenue Date of Study: May 17, 2001 Speed Limits as follows: 35 m.p.h. between Serpentine Drive and Ramona Drive ADOPTED, SIGNED AND APPROVED THIS 17TH DAY OF JULY, 2001. ��� Mayor ATTEST: Cit lerk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Crescent Avenue AREA OF: Between Serpentine Drive and Ramona Drive DATE OF SURVEY: May 17, 2001 RECOMMENDATIONS: Based on the facts of this survey it is recommended that Crescent Avenue between Serpentine Drive and Ramona Drive be posted as a 35 m.p.h. zone. In the area between Serpentine Drive and Ramona Drive, two speed surveys were conducted. The results are as follows: Between Ramona Drive and Alessandro Road - Critical Speed - 39.6 m.p.h. Average Speed - 32.8 m.p.h. Pace Speed - 27-36 m.p.h. Between Alessandro Road and Serpentine Drive - Critical Speed - 37.1 m.p.h. Average Speed - 33.4 m.p.h. Pace Speed - 29-38 m.p.h. The curb-to-curb width of Crescent Avenue is 38 feet. There is parking on both sides of the street. The segment length of Crescent Avenue from Serpentine Drive to Ramona Drive is approximately 5,400 feet long. The existing speed limit on this section of Crescent Avenue is 35 m.p.h. The last speed survey conducted on this section of Crescent Avenue was on February 16, 1994. For this reason, a new speed survey was required for this section of Crescent Avenue. It is recommended that Crescent Avenue be posted as follows for 35 m.p.h.: 1. For westbound traffic a. Just west of Ramona Drive b. Just west of Center Street c.
