RESOLUTION NO. 5919 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10, 4,010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Cypress Avenue Date of Study: May 30, 2001 Speed Limits as follows: 40 m.p.h. between Terracina Boulevard and Citrus Avenue. ADOPTED, SIGNED AND APPROVED THIS 17TH DAY OF JULY, 2001, Mayor ATTEST: City lerk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Cypress Avenue AREA OF: Between Terracina Boulevard and Citrus Avenue DATE OF SURVEY: May 30, 2001 RESCO M-NlENDATI! NS: Based on the facts of this survey it is recommended that Cypress Avenue between Terracina Boulevard and Citrus Avenue be posted as a 40 m.p.h. zone. In the area between Terracina Boulevard and Citrus Avenue, seven speed surveys were conducted. Tice results are as follows: Between Citrus Avenue and Lytle Street - Critical Speed -41.9 m.p.h. Average Speed - 38.2 m.p.h. Pace Speed -_'34- 3 mph. Between Lytle Street and Redlands Boulevard - Critical Speed - 41.7 m.p.h. Average Speed - 37.4 mph. Pace Speed - 34-43 m.p.h. Between Redlands Boulevard and Cajon Street - Critical Speed - 41.1 m.p.h. Average Speed - 36.1 m.ph. Pace Speed - 30-39 m.ph. Between Cajon Street and Center Street - Critical Speed - 41.7 m.ph. Average Speed - 37.4 m.p.h. Pace Speed - 33-42 m.p.h, Between Center Street and San Mateo Street - Critical Speed - 40.9 m.ph. Average Speed - 36.8 mp.h. Pace Speed - 33-42 m.p.h. Between Lakeside Avenue and Terracina Boulevard Critical Sped. - 43.2 mph. Average Speed - 38.1 m.p.h. Face Speed - 35-44 m.p.h. The segment length of Cypress Avenue between Terraeina Boulevard and Citrus Avenue is approximately 2.5 miles tone. The existing speed limit on this section of Cypress Avenue is 40 mph. The lash speed survey conducted on this section of Cypress Avenue was on April 12, 1994. For this reason, a new speed survey was required for this section of Cypress Avenue. It is reconnnended. that the 25 mph. school zone between Nottingham Drive and Sart Mateo Street, between Harding Drive and!Monterey Street, between Eureka Street and Cajon Street and between Redlands Boulevard and Orchard :Drive remain'unchanged. It is recommended that Cypress Avenue be posted as follows for 40 m.p.h.: 1. For eastbound traffic a. Just east of Tcrracina Boulevard b. Just east of Lakeside Avenue; c.
