Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perforin such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe.- Highway: afe:Highway: San Bernardino Avenue Date of Study: September 14, 2401 Speed Limits as follows: 45 m.p.h. between Mountain View Avenue and California Street. ADOPTED, SIGNED AND APPROVED THIS 16TH DAY OF OCTOBER, 2001. Mayor ATTEST: City Clerk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: San Bernardino Avenue AREA OF: Between Mountain View Avenue and California Street DATE OF SURVEY: September 14, 2001 RECOMMENDATIONS: Based on the facts of this survey it is recommended that San Bernardino Avenue between Mountain View Avenue and California Street be posted as a 45 m.p.h. zone. In the area between Mountain View Avenue and California Street a speed survey was conducted. The results are as follows: Between Mountain View Avenue and Marigold Avenue - At San Bernardino Avenue Critical Speed - 48.8 m.p.h. Average Speed - 41.8 m.p.h. Pace Speed - 38-47 m.p.h. Between California Street and Marigold Avenue .. At San Bernardino Avenue Critical Speed - 46.6 m.p.h. Average Speed - 392 m.p.h. Pace Speed - 35-44 m.p.h. This section of San Bernardino Avenue between Mountain View Avenue and California Street has not had a speed survey conducted before therefore, currently, the maximum speed limit is 55 m.p.h. per CVC 22349. This section of San Bernardino Avenue is designated as a major arterial in the City of Redlands General Plan. The area is also located within a commercial/industrial area. Based on the speed surveys on San Bernardino Avenue between Mountain View Avenue and California Street which indicated critical speeds of 48.8 m.p.h. and 46.6 m.p.h., we recommend that the speed zone for San Bernardino Avenue between Mountain View Avenue and California. Street be established as a 45 m.p.h. speed zone. It is recommended that San Bernardino Avenue be posted as follows: 1. Post 45 m.p.h. sign for eastbound traffic: A.
