HomeMy WebLinkAbout5901_CCv0001.pdf RESOLUTION NO. 5901 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: West Lugonia Avenue Date of Study: May 9, 2001 Speed Limits as follows: 45 m.p.h. between Mountain View Avenue and California Street. ADOPTED, SIGNED AND APPROVED THIS 5TH DAY OF ,TUNE, 2001. Mayor ATTEST: City Aerk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: West Lugonia Avenue AREA OF: Between Mountain View Avenue and California Street DATE OF SURVEY: May 9, 2001 RECOMMENDATIONS: Based on the facts of this survey it is recommended that West Lugonia Avenue between Mountain View Avenue and California Street be posted as a 45 m.p.h. zone. In the area between Mountain View Avenue and California Street a speed survey was conducted. The results are as follows: Between Mountain View Avenue and California Street - At West Lugonia Avenue Critical Speed - 48.6 m.p.h. Average Speed - 41.9 m.p.h. Pace Speed - 40-49 m.p.h. A request was made by Roger Kincaid to post the speed limit on West Lugonia Avenue east of Mountain View Avenue. Applicant stated as reasons for the request were excessive speeds and numerous accidents. Currently, the west bound West Lugonia Avenue segment before a curve just east of Mountain View Avenue has a W5 (RT) curve warning sign with a 25 m.p.h. warning sign posted. This section of West Lugonia Avenue between Mountain View Avenue and California Street has not had a speed survey conducted before therefore, currently, the maximum speed limit is 55 m.p.h. per CVC 22349. This section of West Lugonia Avenue is designated as a major arterial in the City of Redlands General Plan. The area is also located within a commercial/industrial area. Based on the speed surveys on West Lugonia Avenue between Mountain View Avenue and California Street which indicated a critical speed of 48.6 m.p.h., we recommend that the speed zone for West Lugonia Avenue between Mountain View Avenue and California Street be established as a 45 m.p.h. speed zone. It is recommended that West Lugonia Avenue be posted as follows: 1. Post 45 m.p.h. sign for eastbound traffic: A. Just east of Mountain View Avenue B.
