A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made under authority of Chapter 67 of the
Redlands Ordinance Code , and the presentation of information gained
in such studies , the City Council of the City of Redlands hereby
finds and determines that traffic conditions and the convenience of
the public require that certain regulations are necessary and shall
be established, pursuant to Chapter 67 of the Redlands Ordinance Code ,
and the Traffic Engineer of the City of Redlands is hereby directed to
perform such acts as are necessary to accomplish the following:
SECTION ONE: That Resolution No. 890 be amended pursuant to
Section 67601 of the Redlands Traffic Ordinance and that the following
streets be added and established as through highways and streets and
all intersecting streets shall be stopped as indicated except at
signalized intersections :
1. San Bernardino Avenue from State Route 30 to Wabash Avenue ,
except Texas Street and Wabash Avenue;
2 . Wabash Avenue between and including San Bernardino Avenue
and Sixth Avenue , except Fifth Avenue ;
3 . Fifth Avenue between and including Ford Street and Wabash
Avenue;
4 . Ford Street between Citrus Avenue and Jordan Drive , except
Jordan Drive ;
5 . Dearborn Street between Colton Avenue and Fifth Avenue ,
except Colton Avenue , Citrus Avenue , and Fifth Avenue ;
6 . Judson Street between and including Citrus Avenue and San
Bernardino Avenue , except Lugonia Avenue;
7 . Palm Avenue between and including Lakeside Avenue and
Morrison Drive, except San Mateo Street and Grove Street;
8. Bellevue Avenue between and including Brookside Avenue and
Fern Avenue , except Olive Avenue and Fern Avenue;
9 . Cornell Avenue at University Street; and
10 . San Mateo Street (cul-de-sac) at Tennessee Street.

7. REQUEST FOR INSTALLATION OF STOP SIGNS AT CROSS STREETS
INTERSECTING ARTERIAL ROADWAYS.
(Request by the City of Redlands)
On April 24th and 25th of traffic safety survey team from the
University of California, Institute of Transportation Studies
at Berkeley, reviewed both the engineering and enforcement
functions relating to traffic in the City of Redlands. Many
suggestions were given to improve safety. Also, many defi-
ciencies were noted.
One major deficiency is the lack of stop signs at the inter-
sections of minor streets with arterial. and major collector
streets . Resolution 890 establishes certain streets as
through streets and requires all intersecting streets to be
stopped. As development has expanded the city, Resolution
890 has not been updated . Stop signs have been installed
only at those intersections experiencing problems.
In accordance with the warrants for installation of a two-way
stop sign in the State Traffic Manual, stop signs are war-
ranted on a street entering a legally established through
highway or street . The City ' s General Plan establishes
arterial and collector streets , and these streets can be
considered as through highways or streets.
It is therefore the recommendation of the Public. Works
Department that the following streets be established as
through highways and streets and all. intersecting streets be
stopped as indicated except at signalized intersections:
- Sar, Bernardino Avenue from State Route 30 to Wabash
Avenue, except Texas Street and Wabash Avenue;
- Wabash Avenue between and including San Bernardino Avenue
and Sixth Avenue, except Fifth Avenue;
- Fifth Avenue between and including Ford Street and Wabash
Avenue;
- Ford Street between Citrus Avenue and Jordan Drive,
except Jordan Drive;
- Dearborn Street between Colton Avenue and Fifth Avenue,
except Colton Avenue, Citrus Avenue and Fifth Avenue;
- Judson Street between and including Citrus Avenue and San
Bernardino Avenue, except Lugonia Avenue;
- Palm Avenue between and including Lakeside Avenue and
Morrison Drive, except San Mateo Street and Grove Street;
- Bellevue Avenue between and including Brookside Avenue
and Fern Avenue, except Olive Avenue and Fern Avenue;
- Cornell Avenue at University Street; and
- San Mateo Street (cul-de-sac) at Tennessee Street.
Further studies will be made on other collector streets to
determine the need for establishing them as through streets.
