HomeMy WebLinkAbout4733_CCv0001.pdf RESOLUTION NO. 4733 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance faith Chapter 67 of the Redlands Ordinance Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Section 40802 (b) of the California Vehicle Code the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: HIGHWAY: Orange Tree Lane Date of Study: April 27, 1390 Speed Limit as Follows: 30 miles per hour between Alabama Street and California Street ADOPTED, SIGNED AND APPROVED this 15th �2_-:y of January, 1991 . Mayor the/ ity f Re ds ATTEST: City Clerk ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Orange Tree Lane AREA BETWEEN: Alabama St. and California St. DATE OF SURVEY: April 27 , 1990 FACTS AND RECOMMENDATION: It is recommended that based on the facts of the survey, that Orange Tree Lane between Alabama St. and Nevada St. be posted at 30 MPH. This area is a commercial business district with an unposted speed limit of 55 MPH. The area is currently being developed with additional business moving into the district. NOTE: There has been one fatal traffic collisions at the intersection of Orange Tree Lane and Nevada Street over the past two (2) years. Although speed was not a factor involved in this collision it does show that a problem could develop with the increased vehicular traffic on Orange Tree Lane, due to the increasing development in the area. There are four intersections in the area, one being Alabama Street which is controlled by automatic traffic control signals and the others being controlled by stop signs, (Orange Tree Lane and Nevada Street are controlled by four way posted stop signs) . The observed critical speed in this area was 32 MPH with a pace speed of 22-32 MPH and an average speed of 25 MPH. Taking the above facts into consideration, a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Nevada Street and California Street should be posted at 30 MPH. This area is currently a commercial area which has the San Bernardino County Museum and the Edward's Mansion and Wedding Chapel accessing off of Orange Tree Lane. This roadway is currently unposted with a speed limit of 55 MPH. The roadway in the area of the museum and wedding chapel has several sharp turns. The observed critical speed for this area was 32 MPH with a pace speed of 24-34 MPH and an average speed of 27 MPH. Taking the above facts into consideration a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. i It is recommended that orange Tree Lane be posted as follows. 1) Post a 30 MPH sign for westbound traffic. a) North of Plum 2) Post a 30 MPH sign for eastbound traffic. a) East of Idaho 3) Post a 30 MPH sign for westbound traffic. a) North of Nevada Street 4) Post a 30 MPH sign for eastbound traffic. a) East of California St. Lt.
