A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE
REDLANDS MUNICIPAL CODE.
Pursuant to studies made under authority of Title 10 of the Redlands Municipal
Code, and the presentation of information gained in such studies, the City Council hereby
finds and determines that certain regulations are necessary and shall be established pursuant
to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of
Redlands is hereby directed to perform such acts as are necessary to accomplish the
following:
SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code,
a traffic engineering investigation has been conducted for the following highway and the
following speed limit is hereby found most appropriate to facilitate the orderly movement
of traffic and is reasonable and safe:
Highway: ORANGE TREE LANE
Date of Study: August 11, 1997
Speed Limits as follows:
30 mph between California Street and Alabama Street
ADOPTED, SIGNED AND APPROVED THIS 3RD DAY OF FEBRUARY, 1998

DATE OF SURVEY: AUGUST 11, 1997
RECOMMENDATIONS:
Based on the facts of this survey it is recommended that Orange Tree Lane between Alabama
Street and California Street be posted for 30 m.p.h. The area is currently posted for 30 m.p.h.
Radar speed surveys were taken at two locations between Alabama Street and California Street.
The surveys showed critical speeds as follows:
1. .25 mi. W. of Alabama 36 (Pace 26-36, Median 33)
2. .25 mi. W. of Nevada 36 (Pace 26-36, Median 33)
The critical speeds have risen since the last survey was done in 1990. At that time, the critical
speed at both locations was 32 m.p.h.
The area is a commercial business district which is fully develeoped on the north side of Orange
Tree Lane and partially developed on the south side. In addition, the area between Nevada
Street and California Street contains the San Bernardino County Museum and Edward's Mansion
and Wedding Chapel. The roadway between Alabama Street and Nevada Street contains two
sharp curves. The roadway between Nevada Street and California Street contains four sharp
curves. Ball bank indicator tests were done on the curves to determine the maximum
comfortable speed at which the curves can travelled.
The intersections at the ends of the segment, at Alabama Street and California Street are
controlled by fully actuated traffic signal systems. The intersection of Orange Tree Lane and
Nevada Street is controlled by a four way stop. Three minor street intersection are controlled
by stop signs on the minor street.
Based upon critical speed alone, an increase in the speed limit to 35 m.p.h. would be justified.
However, considering the commercial nature of the area, with numerous driveway entrances,
the curvature on the street and the decreased visibility caused by that alignment, and the
decreased comfortable speed caused by the curvature of the street, it is recommended that the
posted limit remain at 30 m.p.h.

It is recommended that the roadway be posted as follows:
1. Post 30 m.p.h. signs for westbound traffic:
a) Just west of Alabama Street
b) Just west of Nevada Street
2. Post 30 m.p.h. signs for eastbound traffic:
a) Just east of California Street
b) Just east of Nevada Street
