and the Presentation of the information gained in such studiez, the City Coancil here-
by finds and determiinos that traffic condiUlons and the convenience of the public
require that certain refg-alations aro necesaary and shall be established, pursuant to
Chapter 62 of the I'Ladlande Ordinance Codes and the Traffio Engineer of the City of
