HomeMy WebLinkAbout6183_CCv0001.pdf RESOLUTION NO. 6183 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: 1. Highway: Redlands Boulevard Date of Study: April 14, 2003 Speed Limits as follows: 40 mph between California Street and Texas Street. 35 mph between Texas Street and Eureka Street and mid-way between Fern and Cypress Avenues and Highland Avenue. 30 mph between Eureka Street and mid-way between Fern and Cypress Avenue. 50 mph between Highland Avenue and Ford Street. 2. Highway: Garden Street Date of Study: May 6, 2003 Speed Limits as follows: 35 mph between Mariposa Drive and Cajon Street. ADOPTED, SIGNED AND APPROVED THIS 5TH DAY OF AUGUST, 2003. Mayor ATTEST: CityC rk i EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Garden Street AREA OF: Between Mariposa Drive and Cajon Street DATE OF SURVEY: May 6, 2003 RECOMMENDATIONS: Based on the facts of this survey it is recommended that Garden Street between Mariposa Drive and Cajon Street be posted as a 35 mph zone. The existing posted speed limit on Garden Street between Mariposa Drive and Cajon Street is 35 mph. Speed surveys were taken at three locations along Garden Street. The critical speeds ranged from 41 to 43 mph. A total of 300 vehicles were surveyed. 76 vehicles, or approximately 25% of the drivers were obeying the existing 35 mph speed limit. It is evident that the current speed limit is being disregarded by the vast majority of drivers. Ball bank indicator tests were conducted on Garden Street in 1989 to set the initial speed limits. The physical geometry of Garden Street has not changed since those initial tests were conducted, therefore the original data is still valid. Those tests showed comfortable speeds around the curves on Garden Street. The curves that were tested showed a comfortable speed range of 29 to 35 mph. Curves can be taken safely at speeds somewhat higher than the comfortable speeds. Based on critical speed analysis alone, a speed limit of 40 mph would be indicated on Garden Street. The numerous curves which are present on the street justify lowering the speed limit by five mph to the existing 35 mph. In addition to maintaining the existing 35 mph speed limit, the existing curve warning signs with 30 mph advisory plates should also be maintained on Garden Street approaching the curve at Elizabeth Street. It is recommended that the roadway be posted as follows: 1. Post 35 mph signs for southbound traffic: a) Just south of Cajon Street b) Just south of Hilton Avenue c) Just south of Halsey Street 2. Post 35 mph signs for northbound traffic: a) Just north of Canyon Road b) Just north of Rossmont Drive c) Just north of Elizabeth Street d) Just north of Hilton Avenue Prepared by TOM T.
