HomeMy WebLinkAbout6328_CCv0001.pdf RESOLUTION NO. 6328 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE: Pursuant to Section 10.24.0 10 ofthe Redlands Municipal Code,a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit`°A,"and made a part thereof,has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Colton Avenue Date of Study: April 28, 2003 Speed Limits as follows: 35 mph on Colton Avenue between Redlands Boulevard and Church Street. 30 mph on Colton Avenue between Church Street and Grove Street. 35 mph on Colton Avenue between Grove Street and Lincoln Street. ADOPTED, SIGNED AND APPROVED THIS 19TH DAY OF OCTOBER, 2004. 'Klayo ATTEST: Eeputy City Clerk EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Colton Avenue AREA OF: Between Redlands Boulevard and Lincoln Street DATE OF SURVEY: April 28, 2003 RECOMMENDATIONS: Based on the facts of this survey, it is recommended that Colton Avenue between Redlands Boulevard and Church Street be posted as a 35 mph zone. The existing posted speed limit on Colton Avenue between Redlands Boulevard and Church Street is 30 mph. Observed critical speeds were 40 mph between Tri-City Center Drive and Industrial Park Avenue, 42 mph between New York Street and Tennessee Street, 39 mph between Clay Street and Orange Street and 41 mph between Post Street and Church Street. Although all of the critical speeds were over 35 mph, a 35 mph speed limit is justified due to the concentrated commercial developments in the area and the numerous access points from cross streets and driveways. It is recommended that the segment between Church Street and Grove Street be posted 30 mph. The existing posted speed limit on Colton Avenue between Church Street and Grove Street is 30 mph. The observed critical speed midway between Church Street and University Street was 36 mph. There is a school on the south side of Colton Avenue between Berkeley Drive and Division Street. The segment in front of the school qualifies for a 25 mph speed limit when children are present. Because of the dense residential nature of the street, maintaining the existing 30 mph speed limit is justified. The segment between University Street and Grove Street is bounded on both sides by the University of Redlands. There are three signalized pedestrian crossings in this section, as well as several drives accessing various campus facilities.Maintaining the current speed limit of 30 mph is justified because of the heavy pedestrian traffic in the area and the general congestion in the area of the university. It is recommended that the segment between Grove Street and Lincoln Street be posted for 35 mph. The existing posted speed limit on Colton Avenue between Grove Street and Lincoln Street is 35 mph. The observed critical speeds were 36 mph just east of Grove Street. The area between Grove Street and Lincoln Street is generally characterized as dense residential developments with many driveways accessing the street. It is recommended that Colton Avenue be posted as follows: 1. Post 35 mph signs for eastbound traffic a. Just east of Redlands Boulevard b. Just east of Tennessee Street c. Just east of Calhoun Street d. Just east of Sixth Street e. Just east of Grove Street f. Just east of Judson Street 2. Post 35 mph signs for westbound traffic a. Just west of Lincoln Street b. Just west of Judson Street c. Just west of Church Street d. Just west of Orange Street e. Just west of Texas Street f Just west of Tennessee Street 3. Post 30 mph signs for eastbound traffic a.
