A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Section 40802 (b) of the California
Vehicle Code the following highway has been studied and the
following speed limits are hereby found most appropriate to
facilitate the orderly movement of traffic and are reasonable and
safe.
Highway: Alabama Street
Date of Study: February 1, 1.988
Speed Limits as Follows:
30 mph between Lugonia Avenue and a point midway between
Redlands Boulevard and Park Avenue
45 rr.ph between a point midway between Redlands Boulevard
and Park Avenue and Barton Road

HIGHWAY UNDER SURVEY: Alabama Street
AREA OF: Between Lugonia Ave/Barton Rd
DATE OF SURVEY: February. l, 1988
RECOMMENDATIONS
Based on the facts of this survey, it is recommended that Alabama
Street between Lugonia Avenue and a port midway between Redlands
Blvd. and Park Avenue be posted for 3�O mph. The area meets the
requirements of 22352b-1 (business district) for a 25 mph speed limit.
There are six intersections in this area with all being controlled by
automated traffic control signals. Alabama Street is offset 21 feet.
at Redlands Blvd. This offset was checked with a ball bank indicator
and the maximum speed for safe driving is 30 mph. The observed
critical speeds in the area were:
34 mph between Lugonia and IS-10 (Average 27 Pace 22-32)
24 mph between Industrial Park and (Average 22 Pace 18-28)
Redlands Blvd.
32 mph between Redlands Blvd, and (Average 31 Pace 26-36)
Park Avenue
During 1987 , there were 22 traffic collisions in this area.
Taking the above facts into consideration, a speed limit of 30
mph would be appropriate to facilitate the orderly movement of
traffic in a safe and reasonable manner.
The area between a point midway between Redlands Blvd, and Park Avenue
and Citrus---AWnue should be posted 45 mph. The area includes two
intersections, both of which are controlled by stop signs for traffic
crossing Alabama Street. The area is mostly open area and orange
groves with two small industrial complexes on the east side and west
side of the roadway. The critical speed for the area was observed to
be 46 mph (pace speed 36 to 46 -- average speed 41 mph) .
The area between Citrus Avenue and Barton Road has a limited number of
residences and only one business, an egg ranch, on the east side of
the roadway, however, taking into account the increased development of
apartments and the new shopping complex at Barton Road and Alabama
Street, this area should be posted 45 mph.
The west side of the roadway between Orange Avenue and Calvary Circle
is still County area. The critical speed for the area was observed to
be 46 mph (pace speed 36 to 46 -- average speed 41 mph) .
Taking the above facts into consideration, a speed limit of 45 mph
would be appropriate to facilitate the orderly movement of traffic in
a safe and reasonable manner.
it is recommended that the roadway be posted as follows:
1. Post 45 mph for northbound traffic
a. Just north of Citrus Avenue
b. Just north of Barton Road
2 . Post 45 mph for southbound traffic
a. Midway between Redlands Blvd. and Park Avenue
(40 yards south of K-Mart property)
b. Just south of Park Avenue
3 . Post 30 mph for northbound traffic
a. Midway between Park and Redlands Blvd.
(40 yards south of K-Mart property)
b. Just north of Redlands Blvd.
C. Just north of Industrial Park Avenue
d. Just north of the IS-10 westbound off-ramp
4 . Post 30 mph for southbound traffic
a. Just south of Lugonia Avenue
b. Just south of the IS-10 westbound off-ramp
C. Just south of Industrial Park Avenue
d. Just south of Redlands Blvd.

on Motion of Supervisor Hammock, duly seconded by Supervisor Riordan and
carried, the following resolution is adopted: Res . N o. 91-148
Dae to conditions affecting the welfare of the public utilizing various streets
in the Redlands area, the Board hereby finds and determines that traffic conditions
require that speed zones should be established, and the Director of Taansportation
and Flood Control of the County of San Bernardino is hereby directed to perform
such acts that are necessary to aacorplish the following:
Pursuant to County Code Section 52.0123(b) :
�2f �v'(1) Establish a 50 mph speed zone on Alabama Street (108550) , from Lugonia
Avenue (Redlands City limits) north to 700 feet north of San Bernardino
Avenue, in the vicinity of Redlands.
(2) Establish a 50 mph speed zone on San Bernardino Avenue (725550) , from
1,700 feet west of Alabama Street east to State Route 30 (Redlands City
limits) , except those portions within the Redlands City limits, in the
vicinity of Redlands.
Pursuant to County Code Section 52.0123(b) (1) :
(1) Rescind Paragraph 1 of Board Resolution dated November 6, 1972,
pursuant to Section 52.0123(b) of the County Cade: To establish a 50
mph speed zone on Alabama Street (108550) from State Highway 10 north
to the Redlands City limits, except those portions lying within the
City of Redlands, in the vicinity of Redlands.

SUBJECT. SPEED ZONES - Redlands Area
RECOMMENDATION: Adopt resolution establishing various speed zones on
various streets in the vicinity of Redlands.
BACKGRCUND: The County of San Bernardino and the City of Redlands are
jointly updating speed zones on joint jurisdiction roads. Alabama Street and San
Bernardino Avenue, have been studied by staff and meet the provisions of the
California Vehicle Code and the County Code.
REASON FOR RE JE ATTON:Board approval is required to establish or change a
speed zone on roads maintained by the County.
RFCrIEW BY OTHERS: This item was reviewed by Deputy County Counsel Charles S.
Scolastico and Third District Supervisorial staff on April 12, 1991.
FINANCIAL DATA: The Transportation Department will incur a cost of $600.00 to
upgrade signing as indicated in the Resolution, and minor administrative costs
to update. the Transportation Department records.
