A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TiTLE 10 OF THE
REDLANDS MUNICIPAL C',ODE
WHEREAS, pursuant to studies made under the authority of Title 10 of the. Redlands
Municipal, Code, and the presentation of information contained in such studies, the City Council
of the City of Redlands has determined that certain traffic regulations are necessary to protect the
public health, safety and welfare and should be established pursuant to Title 10 of the Redlands
Municipal Code;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REELANDS as follows:
Section 1. Pursuant to Section 10. 4.010 of the Redlands Municipal Code, a traffic
engineering investigation (Engineering and Traffic Survey and Speed Survey Data sheet),
attached hereto and made a part thereof, has been conducted for the following highways and the
following speed limits are hereby found most appropriate to facilitate the orderly movement of
traffic, and are reasonable and safe:
Highway: Alabama Street
Date of Study: September 1, 2010
Speed Limits as follows:
50 mph on Alabama Street between the city limit line south of the Santa Ana River and
the city limit line north of the Santa Ana River.
Section 2. The City Engineer of the City of Redlands is hereby directed to perform
such acts as are necessary to effectuate,this Resolution.

Speed Survey Evaluation Report
Speed survey conducted on Alabama Street
Between 3rd Street and _ RedlandsCity-Limit., South of Santa Ana River
approximately 1.2 miles south of 3 Strut
Speed Limit during survey Statutory 55- MP
Proposed posted spud 50 MPH
Evaluation:
The section of Alabama Street to the Redlands city Limit is partly on a rolling grade and a
light grade. it traverses industrial uses, Airport land and vacant land. The section is
improved with two travel lanes.. It has one lane in each direction, beyond the transition
:south of 3rd Street;,
There have been 4 accidents (collisions) on this segment in the past three years.
The critical speed (85th percentile)for northbound and southbound is 51 mph.
The median speed (50th percentile)for northbound and southbound is 48 mph.
In accord with the California Supplement to the MUTCD,the speed limit is rounded to the
nearest 5 miles per hour and the speed limit must bre the same for each direction on an
undivided roadway. The collision rate is 0.27 accidents (collisions) per million vehicle
miles,which is below the Caltrans base rate for two lane roadways which is 1.301 per million
vehicle miles. The speed data provides for an adjusted speed limit of 50 mph.
The City has conducted an Engineering and Traffic Survey on Alabama Street in the above
area, in accordance with the requirements of the City of Highland. The Engineering and
Traffic Survey show that the posted speed should be 50 miles per'hour-
Therefore, the pasted speed limit is recommended to be 58 miles per hour:
