HomeMy WebLinkAbout4066_CCv0001.pdf RESOLUTION NO. 4066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regu- lations are necessary and shall be established. SECTION ONE: Pursuant to Sections 40802 (b) , 22352 (b) (1) and 22357 of the California Vehicle Code and Article 680 of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Brookside Avenue Date of study: April 12, 1985 It is recommended that Brookside Avenue between Eureka Street and Lakeside Avenue remain posted as follows: 1 . For eastbound traffic: a) 35 MPH speed limit sign east of San Mateo Street on Brookside Avenue . b) 30 MPH speed limit sign east of Center Street on Brookside Avenue. 2. For westbound traffic: a) 30 MPH speed limit sign west of Eureka Street on Brookside Avenue. b) 35 MPH speed limit sign west of Center Street on Brookside Avenue . c) 35 MPH speed limit sign west of San Mateo Street on Brookside Avenue. The area of Brookside Avenue between Eureka Street and Center Street is currently posted for 30 M.P.H. , Brookside Avenue is heavily traveled with a landscaped center divider in this area. There is one lane for traffic in each direction. The critical speed is 32 M.P.H. with a pace speed of 24 to 34 M.P.H. The area meets the requirements of California Vehicle Code section 22352 (b) (1) (residential - business districts) for a 25 M.P.H. zone, but the critical speed and a low accident picture (excluding intersections) indicated that a 30 M.P .H. speed limit would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area of Brookside Avenue between Center Street and Lakeside Avenue is heavily traveled. There is a landscaped center divider between Center Street and Tennessee Street. The critical speed is 38M.P.H. and the pace speed 30 to 40 M.P.H. . The area meets the requirements of California Vehicle Code section 22352 (b) (1) (residential - business district) for a 25 M.P.H. zone, but the critical and pace speeds plus a low accident picture (excluding intersections) indicate that a 35 M.P .H. speed limit would facilitate the safe and orderly movement of traffic . This survey does not encompass that area of Brookside Avenue between Lakeside Avenue and Terracina Boulevard. It is recommended that Brookside Avenue between Eureka Street and Lakeside Avenue remain posted as follows: 1. For eastbound traffic A. 35 M.P.H. speed limit sign east of San Mateo Street on Brookside Avenue. B. 30 M.P.H. speed limit sign east of Center Street on Brookside Avenue. 2 . For westbound traffic.
