A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies , the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Sections 40802 (b) , 22357 , 22358 of
the California Vehicle Code and Article 680 , Section 68001 (a) of
the Redlands Traffic Ordinance, the following highway has been
studied and the following speed limits are hereby found most
appropriate to facilitate the orderly movement of traffic and are
reasonable and safe :.
Highway: Cajon Street
between Vine Street and Garden Street
Date of Study: July 25 , 1984
Speed Limits as Follows :
25 MPH between Vine Street and Home Place
30 MPH between Home Place and Highland Avenue
35 MPH between Highland Avenue and Garden Street
25 MPH between Vine Street and Palm Avenue when
school children present
ADOPTED, SIGNED AND APPROVED this 16th day of October , 1984 .

Area of: Vine Street and Garden Avenue
Date of Survey: July 25 , 1984
FACTS AND RECOMMENDATIONS:
Cajon Street in the area between Vine Street and Home
Place is a Business District and qualifies under 22352 (b) (1)
CVC for a 25 MPH zone . The observed critical speed was 28
MPH at Vine (pace speed 20 to 30) , 28 MPH at Clark (pace
speed 22 to 32) , and 28 at Home Place (pace speed 20 to 30) .
The intersections of Cajon at Olive and Cajon at Fern Avenue
are controlled by automatic traffic control signals. The
area has a large amount of pedestrian traffic and street side
parallel parking.
Taking the above facts into consideration a speed limit
of 25 MPH would be appropriate to facilitate the orderly
movement of traffic in a safe and reasonable manner.
The area between Highland Avenue and Home Place should
remain posted as a 30 MPH zone. This area is residential
and would qualify under 22352 (b-l)as a 25 MPH zone. The area
has a low accident rate and all intersecting roadways are
controlled by stop signs . The observed critical speeds were
32 at Clifton (pace 26 to 36) and 32 between Palm Avenue and
Highland Avenue (pace 26 to 36) .
Kingsbury Elementary School is located at the southwest
corner of Cajon Street at Cypress Avenue. The school is set
back and not readily apparent to a driver. This area quailfies
under 22352 (b -2) VC as a 25 MPH zone.
Taking the above facts into consideration a speed limit
of 30 MPH between Home Place and Highland Avenue would be
appropriate to facilitate the orderly movement of traffic in
a safe and reasonable manner.
The area between Palm Avenue and Home Place should be
posted 25 MPH when school children are present.
The area between Highland Avenue and Garden Street should
remain posted as a 35 MPH zone. The area has ten residences
and all intersecting roadways are controlled by stop signs .
The observed critical speed was 36 with a pace speed of 28 to
38 .
Taking the above facts into consideration a speed
limit of 35 MPH would be appropriate to facilitate the
orderly movement of traffic in a safe and reasonable
manner.
It is recommended that the roadway be posted as
follows :
1. Post 25 MPH signs for south bound traffic
a) Just south of Vine Street
b) Just south of Olive Avenue
c) Just south of Fern Avenue
2 . Post 25 MPH signs for north bound traffic
a) Just north of Home Place
b) Just north of Fern Avenue
c) Just north of Olive Avenue
3 . Post 30 MPH sign for south bound traffic
a) Just south of Cypress Avenue
b) Just south of Palm Avenue
4 . Post 30 MPH signs for north bound traffic
a) Just north of Highland
b) Just north of Palm Avenue
c) Just north of Cypress Avenue
5 . Post 25 MPH when school children present
a) Just north of Palm Avenue (north bound traffic)
b) Just south of Home Place (south bound traffic)
c) Just south of Cypress Avenue (south bound traffic)
