HomeMy WebLinkAbout4176_CCv0001.pdf RESOLUTION NO. 4176 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies , the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE : Pursuant to Sections 22352 (b) (1) and 22352 (b) (2) of the California Vehicle Code and Article 680 , Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe :. Highway: Center Street Between State Street and Crescent Avenue Date of Study: February 27 , 1986 Speed Limits as Follows : 30 MPH on Center Street between State Street and Palm Avenue, except 20 MPH school zone between Olive Avenue and Clark Street when school children are present 35 MPH on Center Street between Palm Avenue and Crescent Avenue ADOPTED, SIGNED AND APPROVED this 17th day of June , 1986 . &A , '�-' Aj . Mayor of the City of Redlands ATTEST: ty Clerk ENGINEERING, TRAFFIV AND SPEED SURVEY 0 Highway under Survey: Center Street Area of: Between State Street & Crescent Ave. Date of Survey: February 27, 1986 FACTS AND RECOMMENDATIONS: Based on the facts of this survey, it is recommended that all speed zones on Center Street, between State Street and Crescent, remain as currently posted. The area between State Street and Palm Avenue is currently posted as a 30 MPH zone. Parts of this area meets the requirements of California Vehicle Code Section 22352(b) (1) , (Residential District) for a 25 MPH zone. There is an elementary school located along the east side of the street between Olive Avenue and Clark Street. This area meets the requirements of 22352(b)(2) , (School District) for a 25 MPH zone when school children are present. The observed critical speeds between State Street and Palm Avenue were as follows: 1. At Glennwood 34 (Pace 26-36, Average 30) 2. At Clark St. 34 (Pace 26-36, Average 29) 3. At North Pl. 34 (Pace 26-36, Average 29) 4. At Clifton Ave. 34 (Pace 26-36, Average 30) Taking the above facts into consideration a speed limit of 30 MPH between State Street and Palm Avenue would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Olive Avenue and Clark Street should be posted as a 25 MPH zone when school children are present. The area between Palm Avenue and Crescent Avenue should remain a 35 MPH zone. The observed critical speeds between Palm Avenue and Cedar Avenue were as follows: 1. At Walnut Ave. 38 (Pace 28-38, Average 32) 2. At Cedar Ave. 38 (Pace 30-40, Average 33) Taking the above facts into consideration, a speed limit of 35 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner on Center Street between Palm Avenue and Crescent Avenue. It is recommended that the roadway be posted as follows: 1. Post 30 MPH for south bound traffic a) just south of State Street b) just south of Brookside Avenue c) just south of Olive Avenue d) just south of Fern Avenue e) just south of Cypress Avenue 2. Post 30 MPH for north bound traffic a) just north of Palm Avenue b) just north of Cypress Avenue c) just north of Fern Avenue d) just north of Olive Avenue e) just north of Brookside Avenue f) at Center Place 3. Post 35 MPH for south bound traffic a) just south of Palm b) just south of Highland 4. Post 35 MPH for north bound traffic a) just north of Crescent b) just north of Highland 5. Post 25 MPH when school children are present a) just north of Olive Avenue for south bound traffic b) just south of Clark Street for north bound traffic C 117-11' �✓ Cletus F.
