A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Sections 22352 (b-1) and 22352 (b-2)
of the California Vehicle Code the following highway has been
studied and the following speed limits are hereby found most
appropriate to facilitate the orderly movement of traffic and are
reasonable and safe.
Highway: Center Street
Date of Study: August 2, 1989
Speed Limits as Follows:
30 miles per hour between State Street and Cypress
Avenue except the speed limit shall be 25 miles per hour
between Olive Avenue and Clark Street.
35 miles per hour between Cypress Avenue and Crescent
Avenue.

HIGHWAY UNDER SURVEY: Center Street

AREA OF: Between State Street and
Crescent Avenue
DATE OF SURVEY: August 2, 1989
RECOMMENDATION:
It is recommended, based on the facts of this survey, that
Center Street between State Street and Cypress Avenue remain
a 30 MPH zone. It is also recommended that Center Street
between Cypress Avenue and Crescent remain a 35 MPH zone.
Parts of these areas meet the requirements of 22352 (b-1) CVC
(residential/business district) for a 25 MPH zone.
The observed critical speeds between State Street and Palm
Avenue were as follows:
1. At Glennwood 34 (Pace 26-36, Average 30)
2 . At Clark St. 34 (Pace 26-36, Average 29)
3 . At North Pl 34 (Pace 26-36, Average 29)
4 . At Clifton Ave 34 (Pace 28-38, Average 30)
There is one school on the roadway between Olive Avenue and
Clark Street. This area meets the requirements of 22352
(b-2) (school zone) for a 25 MPH zone.
Taking these facts into consideration a speed limit of 30 MPH
between State Street and Cypress Avenue would be appropriate
to facilitate the orderly movement of traffic in a safe and
reasonable manner.
The observed critical speed between Palm Avenue and Crescent
Avenue was 34 MPH (Pace speed 26-36, Average 30) . This area
is primarily residential . The roadway width is 48 feet, and
all intersections are controlled by stop signs.
Taking these facts into consideration, a speed limit of 35.4
MPH would be appropriate to facilitate the orderly movement
of traffic in a safe and reasonable manner on Center Street
between Palm Avenue and Crescent Avenue.

It is recommended that the roadway be posted as follows:
1 . Post 3o MPH for south bound traffic
a) Just south of State Street
b) Just south of Brookside Avenue
c) Just south of Olive Avenue
d) Just south of Fern Avenue
2 . Post 30 MPH for north bound traffic
a) Just north of Cypress Avenue
b) Just north of Fern Avenue
c) Just north of Olive Avenue
d) Just north of Brookside Avenue
e) At Center Place
3 . Post 35 MPH for south bound traffic
a) Just south of Palm Avenue
b) Just south of Highland Avenue
4 . Post 35 MPH for north bound traffic
a) Just north of Crescent Avenue
b) Just north of Highland Avenue
