A RESOLUTION OF THE CITY COUNCIL ESTABLISHING TRAFFIC
REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS
ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall, be established.
SECTION ONE: Pursuant to Section 40802 (b) of the California
Vehicle Code and Article 680, Section 68001 (a) of the Redlands
Traffic Ordinance, the following highway has been studied and the
following speed limits are hereby found most appropriate to facili-
tate the orderly movement of traffic and are reasonable and safe..
Highway: Citrus Avenue
(between Eureka Street and
Wabash Avenue)
Date of Study: November 19, 1979
Speed Limits as Follows;
25 14PH for Citrus Avenue between Eureka Street and
University Street
35 MPH for Citrus Avenue between University Stree't,
and Dearborn Street
40 14PH for Citrus Avenue between Dearborn Street
and Wabash Avenue

AREA: Between Eureka; Street and Wabash Avenue
DATE OF COMPLETION: November 19, 1979

Based upon the facts accumulated in this survey, it is recommended that tho
speed 'limits be adopted for Citrus Avenue as follows
1 25mph for Citrus Avenue between Eureka. Street and University
Street:
2 3 mph for Citrus Avenue between University Street and Dearborn
Street.
3 40mph for Citrus Avenue between Dearborn Strout and Wabash Avenue.:
The area of Citrus Avenue between Eureka Street and Redlands Boulevard is
currently posted for -25mph. The area meets the requirements of California
Vehicle Code section 22352 (h) (1) (Business 17istrCct.) , for a 25mph zoite.
The critical speed is 28mp i with a pact: of 20 to 30mph. A speed limit of
25mph will continue to facilitate the safe and orderly movement of traffic
The area of Citrus _venue between Redlands Boulevard and University Street
is currently posted 25mph. The area meets the re.quircmants of CVC 2202b. ].
(Business District) and CVC; 22352b .2 (School District) . The critical speed
was 3 mph with a pace; of 22 to 32mph. The area is heavily travelled with
both vehicular and pedestrian traffic and should remain a 25mph zone.
The area of Citrus Avenue between University Street and Dearborn Streetis
currently posted for 35mp . Although the area between University Street:
and Judson 'Street meets the requirements under California Vehicle le Code
section 22352 for Business/Residence Districts, the fact that the area has
extra roadway width, all intersecting streets are controlled by stop signs
and traffic: volume is high. The critical speed was 38mph with a pace speed
of 30 to 40mph.
A speed limit of: 3mp,b would be appropriate to f<zCr"L:.l K ato tr"le orderly move-
ment of traffic and would be reasonable and sale:.

of 34 to 441Tph. The area has recently been developed d *,;ith residential.

Taking these facts into consideration, the conclusion is that a recommended
speed limit of 40mph would be appropriate to facilitate the reasonable, safe,
and orderly movement of traffic.
It is recommended that the roadway be sign posted as follows:
K Rastbound
A. Remain posted 25mph just east of Eureka Street.
B. Post 25mph sign just east of Redlands Boulevard.
C. Remain posted 25mph just east of Church Street.
D. Remain posted 35mph just east of University Street.
E. Post 35mph sign just east of Judson Street.
F. Remove 35mph sign west of Dearborn Street.
G. Remove 45mph sign just east of Dearborn Street and
replace with a 40mph sign.
2. Westbound
A. Remove 45mph sign west of Wabash, replace with 40mph sign.
B. Post 35mph sign just west of Dearborn Street
C. Remove 35mph sign at Cardinal Lane.
D. Remain posted 35mph east of Grove Street.
E. Remain posted 25mph just east of University Street.
F. Remain posted 25mph just west of University Street,
G. Replace 25mph sign at Ninth Street.
H. Remain posted 25mph just west of Orange Street.
3. All existing School Zone warning signs to remain as postcd.
