A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Sections 40802 (b) , 22357 and 22358
of the California Vehicle Code and Article 680 , Section 28001 (x)
of the Redlands Traffic Ordinance , the following highway has been
studied and the following speed limits are hereby found most appropriate
to facilitate the orderly movement of traffic and are reasonable
and safe:
Highway: Citrus Avenue
Date of Study: October 31, 1984
Speed Limits as Follows:
25 MPH between Eureka Street and University Street
35 MPH between University Street and Dearborn Street
40 MPH between Dearborn Street and Wabash Avenue

HIGHWAY UNDER SURVEY: Citrus Avenue
AREA: Between Eureka Street and Wabash Avenue
DATE OF SURVEY: October 31 , 1984
FACTS AND RECOMMENDATIONS
Based on the facts of this survey, it is recommended that Citrus
Avenue, between Eureka Street and University Street, remain posted
as a 25 mph zone.
The area between Eureka Street and Church Street meets the require-
ments of 22352 (b-1) , (business district) , for a 25 mph zone. The
roadway width varies from 64-49 feet in the above area. This area
is a central business district and parallel parking is allowed along
most of the roadway. The area is also heavily travelled by both
vehicular and pedestrian traffic . The observed critical speeds were
28 mph at Eighth Street (pace 20-38 mph, average 24 mph) , and 28 mph
west of Church Street (pace 20-30 mph, average 24 mph) .
Citrus Avenue between Church Street and University Street meets the
requirements of 22352 (b-2) , (school zone) , for a 25 mph zone. This
area is heavily travelled with both vehicular and pedestrian traffic .
The observed critical speed was 28 mph (pace 22-32 mph, average 25 mph) .
Taking all facts into consideration, a speed limit of 25 mph on
Citrus Avenue between Eureka Street and University Street would be
appropriate to facilitate the orderly movement of traffic in a safe
and reasonable manner.
The area between University Street and Dearborn Street should remain
posted as a 35 mph zone. This area meets the requirements of 22352 (b-1) ,
(residential district) , for a 25 mph zone. The roadway width is 63
feet and all intersections are controlled by stop signs or automatic
traffic control signals. Citrus Avenue between Lincoln Street and
Dearborn Street is used as a primary route to Crafton Elementary
School and Moore Jr. High School . The observed critical speeds were
38 mph at Grove Street (pace 30-40 mph, average 33 mph) , and 38 mph
at Cardinal Lane (pace 32-42 mph, average 35 mph) .
Taking all facts into consideration, a speed limit of 35 mph on
Citrus Avenue between University Street and Dearborn Street would be
appropriate to facilitate the orderly movement of traffic in a safe
and reasonable manner .

The area between Dearborn Street and Wabash Avenue should remain
posted for 40 mph. This area has experienced recent residential
development and a commercial development is planned for the south
east corner of Dearborn Street and Citrus Avenue. This area of
Citrus Avenue is also used as a primary route to Crafton Elementary
School and Moore Jr. High School . The observed critical speed was
42 mph (pace 34-44 mph, average 38 mph) .
Taking all facts into consideration, a speed limit of 40 mph on
Citrus Avenue between Dearborn Street and Wabash Avenue would be
appropriate to facilitate the Orderly movement in a safe and
reasonable manner.
It is recommended that Citrus Avenue be posted as follows:'
1) 25 mph signs for eastbound traffic
A. Just east of Eureka Street
B. Just east of Orange Street
C. Just east of Sixth Street
D. Just east of Redlands Blvd.
2) 25 mph signs for westbound traffic
A. Just west of University Street
B. Just west of Church Street
C. Just west of Redlands Blvd.
D. Just west of Orange Street
3) 35 mph signs for eastbound traffic
A. Just east of University Street
B. Just east of Cypress Avenue
C. Just east of Judson Street
D. Just east of Lincoln Street
4) 35 mph signs for westbound traffic
A. Just west of Dearborn Street
B. JUst west of Lincoln Street
C. Just west of Judson Street
D. Just west of Cypress Avenue
5) 40 mph sign for eastbound traffic
A. Just east of Dearborn
6) 40 mph sign for westbound traffic
A. Just west of Wabash Avenue
