HomeMy WebLinkAbout7030_CCv0001.pdf RESOLUTION NO. 7030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE WHEREAS, pursuant to studies made under the authority of Title 10 of the Redlands Municipal Code,and the presentation of information contained in such studies,the City Council of the City of Redlands has determined that certain traffic regulations are necessary to protect the public health,safety and welfare and should be established pursuant to Title 10 of the Redlands Municipal Code; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS as follows: Section I. Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation(Engineering and Traffic Survey and Speed Survey Data sheets),attached hereto as Exhibit"A" and made a part thereof, has been conducted for the following highways and the following speed limit-,are hereby found most appropriate to facilitate the orderly movement of traffic, and are reasonable and safe: Highway-. Crescent Avenue Date of Study: February 1, 2011 Speed Limits as follows: 30 mph on Crescent Avenue between Serpentine Drive and Ramona Drive. Section 2. Pursuant to Section 10.36.010 of the Redlands Municipal Code, this City Council hereby establishes the installation of a stop sign on the south side approach of San, Mateo Street at Crescent Avenue,with a stop bar and a stop legend. Section 3. The City Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to implement this Resolution. Section 4. The current criteria states that the posted speed limit may be reduced by 5 mph from the nearest 5 mph increment of the 85 1h percentile speed also known as the critical speed where an engineering study indicates the need for a reduction in speed to match existing conditions with the traffic safety needs of the community. There was a 1 reported midblock accident on Crescent Avenue from Serpentine Drive to Ramona Drive from 2005 to 2008. The expected accident rate for a two lane urban roadway is 1,98. Accident rate = number of midblock accidents per year x 106 / 24 hour volume x 365 x length x number of years The traffic accident rate on Crescent Avenue is as follows: Serpentine Drive to Ramona Drive = 1 x 1076 / 743 x 365 x 1,01 x 4 = 0.91 The calculated accident rate is well below the expected accident rate for this roadway. The existing posted speed limit on Crescent Avenue from Serpentine Drive to Ramona Drive is 35 mph. The area is bounded by single family homes. There is one lane of traffic in each direction. The survey results are as follows: Between Serpentine Drive and Ramona Drive - Critical Speed — 36.5 mph Average Speed — 31A mph Pace Speed — 30-39 mph The critical speed or 851h percentile speed rounds off to 35 mph for this street segment, it is recommended that this segment be further reduced by 5 mph to 30 mph because of the pedestrian traffic in this area and the lack of sidewalks which forces pedestrians to walk on the roadway. Crescent, especially in front of the Burrage Mansion where children frequently are present. Drivers consistently exceed the speed limit on this .9-mile uninterrupted stretch of W Crescent especially during 'work commute hours. Many use W Crescent as a thoroughfare, picking up speed after turning west onto W Crescent from_Allesandro other drivers have been gradually— or not so gradually---accelerating; since the intersection of W Crescent & Center Street, or,in the father direction, coating cast >onto 'W Crescent from Serpentine or CYroww"n. We regularly see speeds of over 50 mph, and have clocked folks driving in excess of 70 mph on this road. .s you may know, children from throughout Redlands are now coming frequently to the: But-rage Mansion at 1205 W° Crescent, and we hope and expect that kids emoting here to play will continue for marry years into the future. Children are dropped off and picked up by busses. carpool vans and parent drivers at the street and there walk up the stains. Often there are groups of lids playing around on the sidewalk arca as they wait for their rides. Crescent Ave. and San Mateo requires your attention. Since acquisition of the Burrage Estate by the current owner, the traffic at this intersection has increased 'both in frequency and type. I think that there is more traffic entering and leaving the South side of this intersection now than there is at the forth side. The North side is engineered and constructed for normal terra-way traffic around the corner. In contrast,, the South side is really a one lane entrance to a,publically owned access road. its street name is San Mateo sometimes called San Mateo extended. This road serves nay property, the Reynolds' property and the Burrage Mansion. Previous use was infrequent and primarily by automobiles for residential purposes. However, this street is novo being'used frequently by trucks, earth moving equipment, landscaping equipment, and other vehicles than service the Burrage Estate. First, the increased traffic frequency coupled with the types of vehicles novo using the road iscausing a breakdown of the parkway and curbing adjacent to the road's intersection with West Crescent Ave. The intersection radius is simply inadequate for these vehicles. On either side of this intersection is what is left of a colt stone curb that is now completely ruined as vehicles "cut" the corner while entering and exiting the roadway; Additionally, on the East side, the traffic: now drives over the water meter serving my property. Obviously, this is a bad situation which is beyond ani° ability to control and will ultimately lead to failure of the pipes/meter' providing water to my property, On the Fest side, the traffic now rolls very close to the street storm drain and rriail boxes on Fest Crescent Ave. Next, the poor condition of the storm drain grate on the West side of the road near West Crescent Ave. creates a hazard to people, particularly children. It should be replaced` with a new grate, Finally, there is a need for a stop sign for a vehicle exiting San Mateo extended. There is a hump in W. Crescent Ave, just cast of the Baan Mateo, intersection, I am over six feet tall and can only see the top ot` an automobile travelling 'Fest on W. Crescent Ave. A driver must stoop and be very cautious when leaving Sara ktateo extended. Ev=en there, those is a potential for a serious collision, the traffic on W. Crescent mov=es fairly hast, and I have obser-,red many vehicles entering W. Crescent Ave. ftom San Mateo extended not stopping. There is a stop sign on the North side of the intersection. It seems reasonable to have stop signs on both sides of a crossing road. Maybe a four way stop is indicated. This is a safety issue and should not be ignored. It is difficult to completely describe the property damage and hazards at this intersection in a short letter.
