HomeMy WebLinkAbout4016_CCv0001.pdf RESOLUTION NO. 4016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Sections 40802 (b) , 22352 and 22357 of the California Vehicle Code and Article 680 , Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway: Cypress Avenue Date of Study: November 10 , 1984 Speed Limits as Follows: 40 MPH between Terracina Boulevard and Cajon Street 35 MPH between Cajon Street and Citrus Avenue 25 MPH School Zone between Nottingham Drive and San Mateo Street when school children present 25 MPH School Zone between San Mateo Street and Garfield Way whenschool children present 25 MPH School Zone between La Verne Street and Eureka Street when school children present 25 MPH School Zone between Redlands Boulevard and Roosevelt Road when school children are present ADOPTED, SIGNED AND APPROVED this 4th day of December, 1984 . fJ ' Mayor of the City of Redlands ATTEST: City-lerk ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY : Cypress Avenue AREA: Between Terracina and Citrus Avenue DATE OF SURVEY: November 10 , 1984 FACTS AND RECOMMENDATIONS Based on the facts of this survey, it is recommended that Cypress Avenue between Terracina Blvd. and Cajon Street remain posted for 40 mph. This area is a mixture of residential, school and open areas . The roadway is a four lane, undivided, arterial route that varies in width from 61-72 feet. The area has a low accident rate which indicates that the current posting of 40 mph is reasonable and prudent. The observed critical speeds were; 42 mph at Lakeside Avenue (pace 32-40 mph, average 36 mph) , 40 mph at McKinley Street (pace 30-40 mph, average 34 mph) , and 40 mph at Alvarado Street (pace 30-40 mph, average 34 mph) . Smiley Elementary School is located on the north side of Cypress Avenue, between San Mateo Street and Nottingham Drive. This area qualifies under 22352 (b-2) CVC for a 25 mph zone when school children are present. Cope Jr. High School is located along the north side of Cypress Avenue between San Jacinto and Garfield Way. This area qualifies under 22352 (b-2) CVC for a 25 mph zone when school children are present. Kingsbury Elementary School is on the south side of Cypress Avenue between Cajon Street and Eureka Street. This area qualifies under 22352 (b-2) CVC for a 25 mph zone when school children are present. Taking the above facts into consideration, a speed limit of 40 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The three school zones should be posted for 25 mph when school children are present. The area between Cajon Street and Citrus Avenue should remain posted for 35 mph. This area is a mixture of commercial and residential properties. The area shows a low accident rate, indicating that the current posting of 35 mph is reasonable and prudent. The observed critical speeds were 36 mph at Hibiscus Drive (pace 30-40 mph, average 33 mph) , and 38 mph at Lemon-Lime (pace 30-40 mph, average 33 mph) . The Temple Baptist Elementary School is located along the north side of Cypress Avenue between Redlands Blvd. and Roosevelt Road. This area qualifies under 22352 (b-2) CVC for a 25 mph zone when school children are present. Taking the above facts into consideration, a speed limit of 35 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Roosevelt Road and Redlands Blvd. should be posted for 25 mph when school children are present. It is recommended that the roadway be posted as follows : 1) Post 40 mph signs for eastbound traffic A. Just east of Terracina Blvd. B. Just east of Lakeside Avenue C. Just east of San Mateo Street D. Just east of Esther Way 2) Post 40 mph signs for westbound traffic A. Just west of Cajon Street B. Just west of Center Street C. Just west of Lakeside Avenue D. Just west of Sunnyside Avenue 3) Post 35 mph signs for eastbound traffic A. Just east of Cajon Street B. Just east of Roosevelt Road C. Just east of University Street 4) Post 35 mph signs for westbound traffic A. Just west of Citrus Avenue B. Just west of IS-10 C. Just west of University Street D. Just west of Redlands Blvd. 5) Post 25 mph signs for eastbound traffic when school children are present A. Just east of Nottingham Drive B. Just east of San Jacinto Street C. Just east of Eureka Street D. Just east of Redlands Blvd. 6) Post 25 mph signs for westbound traffic when school children are present A. Just west of Roosevelt Road B. Just west of LaVerne Street C. Just west of Cajon Street D. Just west of Center Street E. Just west of San Jacinto Street F. Just west of San Mateo Street Cletus F.
