HomeMy WebLinkAbout3778_CCv0001.pdf RESOLUTION NO. 3778 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regu- lations are necessary and shall be established. SECTION ONE: Pursuant to Section 22357 of the California Vehicle Code and Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe. The area between Crescent Avenue and Fountain Avenue qualifies under California Vehicle Code Section 22352-b-1 (residence district) for a 25 MPH zone. Due to the curves in the roadway, a ballbank indicator test was used to determine the safe maximum speed. It was found that a speed of 30 MPH could be used to negotiate the roadway safely. The observed critical speeds for the roadway were 32 MPH between Deight Street and Henrietta Street (Pace 26 to 36, averag3 30) and 32 MPH between Crescent Ave. and Fountain Ave. (Pace 26 to 36, average 29) . The roadway between Myra Street and Henrietta Street borders the Kimberly Elementary School. The school is not readily visable to passing drivers due to its set-back location and the hilly terrain. There are only two short sections of sidewalk along Elizabeth Street, both sections located on the west side of the street. Most of the roadway is bordered by a stone wall with no place for pedestrians to walk except for on the roadway. Taking all the above facts into consideration, a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. It is recommended that the roadway be posted as follows: 1. 30 MPH for north bound traffic a) Just north of Garden Street b) Just north of Henrietta Street c) Just north of Fountain Avenue 2. 30 MPH for south bound traffic a) Just south of Crescent Avenue b) Just south of Elizabeth Crest 3 . 25 IMPH when children are present a) For north bound traffic between Dwight St. and Henrietta St . b) For south bound traffic just south of Myra St. Cletus F.
