A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67
OF THE REDLANDS ORDINANCE CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Sections 22352 (b-1) and 22352 (b-2)
of the California Vehicle Code the following highway has been
studied and the following speed limits are hereby found most
appropriate to facilitate the orderly movement of traffic and are
reasonable and safe.
Highway: Elizabeth Street
Date of Study: September 7 , 1989
Speed Limits as Follows:
30 miles per hours between Crescent Avenue and
Garden Street except that the speed limit shall
be 25 miles per hour between Myra Street and
Dwight Street.

RECOMMENDATION:
Based on the facts of this survey, it is recommended that
Elizabeth Street between Crescent Avenue and Garden Street
remain posted as a 30 MPH zone. The area between Crescent
Avenue and Fountain Avenue qualifies under California Vehicle
Code Section 22352-b-1 (residence district) for a 25 MPH
zone. Due to the curves in the roadway, a ballbank indicator
test was used to determine the safe maximum speed. It., was
found that a speed to 30 MPH could be used to negotiate the
roadway safely. The observed critical speeds for the roadway
were 36 MPH between Dwight Street and Henrietta Street (Pace
28 to 38, average 31) and 34 MPH between Crescent Avenue and
Fountain Avenue (Pace 26 to 36, average 30) . The roadway
between Myra Street and Henrietta Street borders the Kimberly
Elementary School . The school is not readily visable to
passing drivers due to its set-back location and the hilly
terrain.
There are only two short sections of sidewalk along Elizabeth
Street, both sections located on the west side of the street.
Most of the roadway is bordered by a stone wall with no place
for pedestrians to walk except for on the roadway.
Taking all the above facts into consideration, a speed limit
of 30 MPH would be appropriate to facilitate the orderly
movement of traffic in a safe and reasonable manner.
It is recommended that the roadway be posted as follows:.
1 . 30 MPH for north bound traffic
a) Just north of Garden Street
b) Just north of Henrietta Street
c) Just north of Fountain Avenue
2 . 30 MPH for south bound traffic
a) Just south of Crescent Avenue
b) Just south of Elizabeth Crest
3 . 25 MPH when children are present
a) For north hound traffic between Dwight Street and
Henrietta Street
b) For south ccund traffic just south of Myra Street
