HomeMy WebLinkAbout4384_CCv0001.pdf RESOLUTION NO. 4384 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Section 40802 (b) of the California Vehicle Code the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe. Highway: Fifth Avenue Date of Study: April 19 , 1988 Speed Limits as Follows: 35 mph between Fore, Street and Dearborn Street 40 mph between Dearborn Street and Wabash Avenue 25 mph school zone for eastbound and westbound traffic between Marion Road and Dearborn Street ADOPTED, SIGNED AND APPROVED this 5th day of July, 1988. Z"_ � Mayor of the City of Redlands ATTEST: AZ � -� -- C ty Clerk / - ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Fifth Avenue AREA OF: Ford Street/Wabash Avenue DATE OF SURVEY: April 19 , 1988 RECOMMENDATIONS It is recommended, based on the facts of this survey, that Fifth Avenue between Ford Street and Dearborn remain posted as a 35 mph zone, and that Fifth Avenue between Dearborn and Wabash Street be reduced to 40 mph from the current 45 mph. It is anticipated that the new Seventh Day Adventist Church complex at Wabash Street and Fifth Avenue will also increase traffic in this portion of the roadway. The area between Ford Street and Wabash Avenue does not meet the requirements of a residential zone for a 25 mph zone. The observed critical speeds were 42 mph at Marion Road (pace 34-44 , average 32) , 40 mph at Brian Court (pace 32-42 , average 35) . Taking the above facts into consideration, a speed limit of 35 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner from Ford Street to Dearborn Street. The area should be sign posted as 35 mph as follows: 1. For eastbound traffic: a. Just east of Ford Street 2 . For westbound traffic: a. Just west of Dearborn Street The following 25 mph school signs should be posted as follows: 1. For eastbound traffic: a. East of Marion Road 2 . For westbound traffic: a. West of Dearborn Street The following 40 mph speed limit signs should be posted as follows: 1. For eastbound traffic: a. East of Dearborn Street 2. For westbound traffic: a.
