HomeMy WebLinkAbout3796_CCv0001.pdf RESOLUTION NO. 3796 A RESOLUTION OF THE CITY COUNCIL• OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regu- lations are necessary and shall be established. SECTION ONE: Pursuant to Sections 22357 and 22352b. 2 of the Cali- fornia Vehicle Code and Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe. Highway: Ford Street Date of Study: August 17, 1981 Speed Limits as Follows : 35 MPH between Citrus Avenue and Sunset Drive 30 MPH between Sunset Drive and Garden Hill except 25 MPH when children are present between South Avenue and Eucalyptus Drive ADOPTED, SIGNED AND APPROVED this 3rd day of November, 1981. H. speed limit. ,. Between Citrus Ave. and Fifth Ave. there are five intersections. The area meets the requirements of C.V.C. 22352 (b-1) - (Residential District) for a 25 M. P.H. speed limit. Critical Speed Pace Speed Average Speed 38 M.P.H. 30 - 40 33 Between Fifth Avenue and Redlands Boulevardthe currently posted speed is 35 M.P. H. The area has seven intersections, all of which are controlled. There is a sharp curve in the roadway between Crestview and Reservoir Road. A ball bank indi- cator check was made of the curve and a maximum safe speed was found to be 35 M. P.H. Critical Speed Pace Speed Average Speed 38 M.P. H. 30 40 34 Between Redlands Boulevard and Sunset Drive there are two controlled intersections. The area has several curves and there is a steep uphill grade for South/bound traffic. H. 30 - 40 32 , Taking the above facts into consideration a speed limit of 3,5 M.P.H. , between Citrus Avenue and Sunset Drive would be appropriate/_�_0_111_­_,_ between the orderly movement of traffic in a safe and reasonable manner. Ford Street Page 2 The are a(,between Sunset Drive and Garden Hil should be posted as a 30_-A .P. H. zone. The area has five intersections, three &E which are uncontrolled. The roadway between South Avenue and Eucalyptus Drive borders the Valley Prep Elementary School. The school is not readily visable to passing drivers due to its set-back location and hilly terrain. Critical Speed Pace Speed Average Speed Sunset Dr/ South Ave. 32 M.P.H. 24 - 34 28 South Ave/ Garden Hill 34 M.P.H. 24 - 34 28 Taking the above facts into consideration, a speed limit of q_M__P_..H. would be appropriate to facilitate the orderly move- ment of traffic in a safe and reasonable manner. The area between (South Avenue and Eucalyptus Drivejshould remain posted for 25 M.P.H. when school children are present. It is recommended that the roadway be sign posted as follows : 1. Post 35 M.P.H. signs for South/bound traffic: a. Just south of Citrus Avenue b. Just south of Belfour Court C. Just south of Fifth Avenue d. Just south of Crestview Road e. Just south of Oak Street 2. Post 35 M.P.H. signs for North/bound traffic: a. Just north of Sunset Drive b. Just north of Reservoir Road C. Just north of Crestview Road d. Just north of Highland Avenue e . Just north of Belfour Court 3. Post 30 M.P.H. signs for South/bound traffic: a. Just south of Sunset Drive b. Just south of South Avenue Ford Street 'Page 3 4. Post 30 M.P.H. for North/bound traffic: a. Just north of Eucalyptus Drive. b. Just north of South Avenue. 5. Post 25 M.P.H. when school children present: a. 100 yards south of South Avenue b.
